What are the duties of a Grade I Information Security Public Employee?

According to Clause 1, Article 5 of Circular 08/2022/TT-BTTTT:

"Article 5. Grade I Information Security - Code V.11.05.09

1. Duties:

a) Lead the development and implementation of programs, projects, and schemes on information security on the scale of ministries and central authorities or equivalent and above;

b) Direct and organize the design, construction, and deployment of plans to ensure the safety of information systems according to the level for information systems, specialized databases, integrated databases on national scale, entire sector, inter-sector, ministerial level or for economic regions or inter-province, province;

c) Direct the development of plans to protect information systems; develop network information security policies; conduct inspections and assess the compliance level of the approved safety assurance plans for information systems;

d) Appraise schemes and projects related to information security for information systems, specialized databases, integrated databases;

dd) Address complex information security issues; directly participate in the maintenance, warranty, and upkeep of systems ensuring safety for the unit's information systems according to the assigned tasks; respond to and rectify network information security incidents, technical infrastructure disruptions, information system, and database issues when required;

e) Lead the compilation of technical guides, regulations, and information security procedures; develop programs, documentation, and training to improve professional skills for lower grade information security public employees;

g) Lead or participate in scientific research topics specializing in information security; summarize and draw professional experience, technical management, and implement information security in practice;

h) Participate in implementing coordination tasks on cybersecurity as prescribed or upon the request of a competent authority."

What are the professional competence and education standards for Grade I Information Security public employees in Vietnam according to the new regulations?

According to Article 5 of Circular 08/2022/TT-BTTTT:

- Professional competence standards

+ Understand the Party's policies, laws, and development orientations, strategies, and policies of the information security sector;

+ Master professional operations; understand the situation and development trends of the information security sector domestically and globally; have the ability to organize research, update, apply new technologies, platforms, and standards in professional activities;

+ Effectively perform tasks as prescribed by law on information security and other related laws;

+ Have the capacity to organize, direct task execution, draft professional documents, and present advisory issues and proposals;

+ Be able to use a foreign language or minority language (for public employees working in ethnic minority areas) as required by job positions.

- Education and training standards

+ Have a university degree or higher in information technology or closely related fields;

+ Have a certificate of training according to the standards of the information security professional title.

- Requirements for public employees to take the exam or be considered for promotion to the Grade I information security professional title

+ Have held the Grade II information security professional title or equivalent for at least 6 years (72 months). In cases of equivalent time, there must be at least 1 year (12 months) holding the Grade II information security professional title up to the deadline for submitting the exam or promotion application;

+ During the tenure of the Grade II information security professional title or equivalent, have led the research and development of at least 2 (two) state, ministerial, department, sector, or provincial-level topics, schemes, projects, or programs in the field of information security that the employing unit is assigned to lead, which have been approved and promulgated by the competent authority; or have led the development of plans to ensure the safety of information systems for at least 2 (two) level 4, 5 information systems approved by the competent authority; or have led the research and development of at least 1 (one) information security product or solution that won a ministerial-level award or equivalent.

What are the professional competence and education standards for information security public employees in Vietnam according to current regulations?

According to Article 4 of Circular 45/2017/TT-BTTTT on the standards of professional titles for information technology public employees:

"Article 4. Grade I Information Security

...

2. Education and training standards:

a) Have a master's degree or higher in the relevant information technology fields;

b) Have level 4 (B2) foreign language proficiency as prescribed in Circular No. 01/2014/TT-BGDDT;

c) Have a certification in Grade I Information Security professional training.

3. Professional competence standards:

a) Master specialized operations of the sector, locality, and units relevant to the assigned tasks;

b) Effectively perform tasks as prescribed by law on information technology and other related laws;"

Thus, the education standard for Grade I Information Security public employees requires only a university degree instead of a master's degree from August 15, 2022.

Circular 08/2022/TT-BTTTT takes effect from August 15, 2022.
