What are standards for awarding or posthumously awarding the First-class Labor Order to individuals with long-term contributions in Vietnam in 2024?
Pursuant to the provisions of Clause 1, Article 16 of Decree 98/2023/ND-CP, the First-class Labor Order is awarded or posthumously awarded to individuals with long-term contributions in agencies, organizations, units, and meeting one of the following criteria:
- Recognized as revolutionary veterans and have held one of the following positions: Deputy Director-General, Deputy Director, Deputy Head of Department, provincial-level branches, or equivalent positions;
- Participated continuously in two resistance wars against the French colonialists, against the American imperialists, and held one of the following positions:
Deputy Head of the Communist Party Committee at the central level, Deputy Minister or equivalent positions, Deputy Secretary of the provincial Party Committee or municipal Party Committee under the central government, Chairman of the People's Council, Provincial People's Committee, or municipal city, Deputy Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Heads of central socio-political organizations.
Head of the Department, Standing Member of the provincial Party Committee or municipal Party Committee, Deputy Chairman of the People's Council, Provincial People's Committee, or municipal city for 10 years or more;
- Participated continuously in the resistance war against American imperialists or in the construction and defense of the Fatherland, held one of the following positions:
+ Minister and equivalent;
+ Deputy Minister and equivalent for 05 years or more;
+ Director General and equivalent for 8 to under 10 years;
+ Deputy Director General and equivalent for 10 to under 15 years;
+ Head of Department and equivalent for 15 years or more.

Pursuant to the provisions of Clause 2, Article 42 of the Law on Emulation and Commendation 2022, the First-class Labor Order is awarded or posthumously awarded to workers, farmers who well observe the Party's policies, the State's policies and laws, and meet one of the following criteria:
- Achieved particularly outstanding sudden achievements in labor, work, production, business, study, and scientific research, or other fields, having nationwide influence and exemplary role;
- Won high awards of the world;
- Have inventions, creations applied, bringing high efficiency, having nationwide influence and exemplary role, or having national-level outstanding scientific and technological works or significant exemplary works recognized by competent agencies and organizations;
- Made many great contributions to the country's socio-economic development, ensuring social welfare, humanitarian charity, application of scientific and technical advances;
- Workers have 03 initiatives that bring high value, practical benefits, and contribute to training, fostering, assisting colleagues in improving professional qualifications, skills recognized by ministries, departments, provincial levels;
- Farmers have 03 initiatives, effectively applied within the management scope of ministries, departments, provincial levels, bringing high value, practical benefits, or have efficient and stable production models for 05 years or more, helping many farmer households develop production and create jobs for many workers recognized by ministries, departments, provincial levels.
The bonus for the First-class Labor Order is how much?
Article 55 of Decree 98/2023/ND-CP stipulates the bonuses for different types of orders as follows:
Bonuses for different types of orders
1. Individuals awarded or posthumously awarded various types of orders are awarded Certificates, frames, orders along with the following Bonuses:
a) "Gold Star Order": 46.0 times statutory pay rate;
b) "Ho Chi Minh Order": 30.5 times statutory pay rate;
c) "Independence Order" First-class, "Military Merit Order" First-class: 15.0 times statutory pay rate;
d) "Independence Order" Second-class, "Military Merit Order" Second-class: 12.5 times statutory pay rate;
đ) "Independence Order" Third-class, "Military Merit Order" Third-class: 10.5 times statutory pay rate;
e) "Labor Order" First-class, "Victory Order" First-class, "National Defense Order" First-class: 9.0 times statutory pay rate;
g) "Labor Order" Second-class, "Victory Order" Second-class, "National Defense Order" Second-class, "Grand National Unity Order": 7.5 times statutory pay rate;
h) "Labor Order" Third-class, "Victory Order" Third-class, "National Defense Order" Third-class, and "Bravery Order": 4.5 times statutory pay rate.
2. Collectives awarded various types of orders are awarded Certificates, frames, orders along with the monetary reward twice the amount awarded to individuals as stipulated in Clause 1 of this Article.
Thus, the bonus for the First-class Labor Order for individuals is 9.0 times the statutory pay rate. For organizations, the monetary reward is twice the amount awarded to individuals.
The current statutory pay rate is 1,800,000 VND/month (According to Clause 2, Article 3 of Decree 24/2023/ND-CP).
However, according to Resolution 27/NQ-TW 2018, from July 1, 2024, when wage reform is implemented, the statutory pay rate will be abolished. Therefore, in the future, new guidance on the Bonuses may be issued.
