What are the health standards for drivers with a B1 driver license in Vietnam?
In Group 2 of Appendix 1 issued together with Joint Circular 24/2015/TTLT-BYT-BGTVT on health standards for Class B1 drivers, individuals with any of the following medical conditions are deemed not to meet the health standards to drive Class B1 vehicles:
- First: MENTAL HEALTH
+ Acute mental disorders fully treated but less than 6 months.
+ Chronic mental disorders with behavioral control issues.
- Second: NERVOUS SYSTEM
+ Epileptic seizures within the past 24 months (with or without medication).
+ Paralysis of two or more limbs.
+ Extrapyramidal syndrome.
+ Deep sensory disturbances.
+ Deep sensory disturbances.
- Third: VISION
+ Disorders in recognizing the three basic colors: red, yellow, green.
+ Diplopia, even with correction by prism.
- Fourth: CARDIOVASCULAR
+ Second-degree atrioventricular block or slow heart rate with clinical symptoms (even if treated but unstable).
- Fifth: RESPIRATORY
+ Diseases causing difficulty in breathing from level III upwards (according to mMRC classification).
- Sixth: MUSCULOSKELETAL
+ Amputation or loss of function of one hand or one foot, and any remaining hand or foot significantly impaired.
- Seventh: USE OF DRUGS, ALCOHOL, NARCOTICS, AND PSYCHOACTIVE SUBSTANCES
+ Use of narcotics.
+ Use of alcohol beyond legally specified limits.
Thus, according to regulations, individuals with any of the aforementioned medical conditions do not meet the health standards required to drive a Class B1 vehicle.

An automatic transmission B1 license is issued to non-professional drivers to operate the following vehicles:
a) Automatic transmission cars with up to 9 seats, including the driver's seat;
b) Automatic transmission trucks, including specialized automatic transmission trucks with a designed weight under 3,500 kg;
c) Cars used for people with disabilities.
6. A B1 license is issued to non-professional drivers to operate the following vehicles:
a) Cars with up to 9 seats, including the driver's seat;
b) Trucks, including specialized trucks with a designed weight under 3,500 kg;
c) Tractors pulling a trailer with a designed weight under 3,500 kg.
Thus, according to the classification of driving licenses, a B1 driving license is issued to non-professional drivers to operate the aforementioned types of vehicles.
If the theoretical part of the B1 driving license exam is not passed, can one proceed to the next exam?

2. Recognition of examination results for candidates taking the Class B1 automatic transmission, B1, B2, C, D, E, and F class driving license examinations:
a) Candidates who pass the theoretical examination, the vehicle handling simulation test, and the on-road practical driving test are recognized as having passed the examination;
b) Candidates who are not recognized as having passed can register for a retake at the next examination, with the same licensing authority;
c) Candidates who fail the theoretical part cannot proceed to the vehicle handling simulation test; those who fail the vehicle handling simulation test cannot proceed to the on-road practical driving test; those who fail the on-road practical driving test cannot proceed to the on-road driving test;
d) Candidates who pass the theoretical examination, simulation test, and practical driving test are allowed to retain their results for one year from the date of passing the examination. They must meet age requirements, have a valid medical certificate, and be included in the attendance or failure record of the previous examination session;
dd) Candidates caught with a phone or communication device in the examination room, on the test-driving vehicle, or committing other fraudulent acts will be disqualified and their results nullified.
Thus, according to the regulations, candidates who fail the theoretical part of the examination cannot proceed to the vehicle handling simulation test; those who fail the vehicle handling simulation test cannot proceed to the on-road practical driving test; those who fail the on-road practical driving test cannot proceed to the on-road driving test.
