On August 28, 2024, the Government Office of Vietnam issued DOWNLOAD Circular 01/2024/TT-VPCP guiding the Law on Emulation and Commendation within the scope of the functions, tasks, and powers of the Government Office of Vietnam.
According to Article 3 of Circular 01/2024/TT-VPCP, the regulations are as follows:
Standards and subjects for awarding the title "Emulation Flag of the Government Office of Vietnam"
1. The title "Emulation Flag of the Government Office of Vietnam" is awarded to collectives that meet the standards stipulated in Clauses 1 and 2 of Article 26 of the Law on Emulation and Commendation 2022.
2. The subjects awarded the title "Emulation Flag of the Government Office of Vietnam" are the leading collectives in the emulation movement organized by the Minister, Chairman of the Government Office of Vietnam, including:
a) Departments and Divisions;
b) The Government of Vietnam's Electronic Portal, National Convention Center, 37 Hung Vuong Conference Center, La Thanh Guest House, and Thong Nhat Hall.
The standards and subjects for awarding the title "Emulation Flag of the Government Office of Vietnam" are as follows:
(1) The title "Emulation Flag of the Government Office of Vietnam" is awarded to collectives that meet the following standards:
- The Departmental, Ministerial, Provincial Emulation Flag is awarded annually to collectives leading the emulation movements of the cluster or bloc organized by the Ministry, Department, Province, and meeting the following standards:
+ Exceed the assigned emulation targets and tasks during the year; be an exemplary, outstanding collective in the Ministry, Department, Province;
+ Internal unity; strong, clean party and social organizations; active in practicing thrift, combating waste, fighting corruption, negativity, and other social evils.
- The Departmental, Ministerial, Provincial Emulation Flag is awarded to collectives leading thematic emulation movements organized by the Ministry, Department, Province, for three years or more when summarizing the movement.
(2) The subjects awarded the title "Emulation Flag of the Government Office of Vietnam" are the leading collectives in the emulation movement organized by the Minister, Chairman of the Government Office of Vietnam, including:
- Departments and Divisions;
- The Government of Vietnam's Electronic Portal, National Convention Center, 37 Hung Vuong Conference Center, La Thanh Guest House, and Thong Nhat Hall.

What are responsibilities of collectives and individuals in emulation and commendation work under the authority of the Government Office of Vietnam?
According to Article 9 of Circular 01/2024/TT-VPCP, the responsibilities of collectives and individuals in emulation and commendation work under the authority of the Government Office of Vietnam are as follows:
- Heads of Departments, Divisions, units, and public service providers under the Government Office of Vietnam are directly responsible for leading, directing, and handling emulation and commendation work; identifying outstanding collectives and individuals to propose commendations according to their authority; recommending the Minister, Chairman of the Government Office of Vietnam for commendations or submitting to competent authorities for commendation; promoting exemplary examples; evaluating the achievements of collectives and individuals and being responsible for commendation proposals.
- Responsibilities of related collectives and individuals:
+ Strictly adhere to the legal provisions, regulations of agencies, organizations, and units in emulation and commendation work;
+ Be legally accountable for reporting achievements, preparing commendation proposals; responsible for preserving and storing commendation artifacts.
- The Government of Vietnam's Electronic Portal is responsible for disseminating the policies of the Communist Party, State laws, and regulations of the Government Office of Vietnam about emulation and commendation work; regularly posting slogans, content on emulation; promoting, setting examples of significant achievements by collectives and individuals, exemplary models, good people, and commendable deeds in emulation movements; publicizing and reflecting on the results of emulation movements and commendation work; promptly reflecting and combating legal violations in emulation and commendation work.
Standards and subjects for awarding the title "Excellent Labor Collective"?
According to Article 4 of Circular 01/2024/TT-VPCP:
Standards and subjects for awarding the title "Excellent Labor Collective"
1. The title "Excellent Labor Collective" is awarded annually to collectives that meet the standards stipulated in Clause 1 of Article 27 of the Law on Emulation and Commendation 2022.
2. The subjects awarded the title "Excellent Labor Collective" include:
a) Departments and Divisions;
b) The Government of Vietnam's Electronic Portal, National Convention Center, 37 Hung Vuong Conference Center, La Thanh Guest House, and Thong Nhat Hall;
c) Office of the Party Committee of the Government of Vietnam, Office of the Communist Party Delegation, Office of the Trade Union, Youth Union;
d) Offices, Departments, and equivalently subordinate units of the entities defined in points a and b, Clause 2 of this Article.
The standards and subjects for awarding the title "Excellent Labor Collective" are as follows:
(1) The title "Excellent Labor Collective" is awarded annually to collectives that meet the following standards:
The title "Excellent Labor Collective" is awarded annually to collectives meeting the following standards:
- Achieve excellent completion of assigned tasks;
- Actively participate in regular, practical, effective emulation movements;
- 100% of individuals in the collective must complete their assigned tasks, with at least 70% achieving the title "Advanced Laborer";
- Individuals awarded the title "Grassroots Emulation Fighter";
- Internal unity, exemplary adherence to the policies of the Communist Party, and laws of the State.
(2) The subjects awarded the title "Excellent Labor Collective" include:
(i) Departments and Divisions;
(ii) The Government of Vietnam's Electronic Portal, National Convention Center, 37 Hung Vuong Conference Center, La Thanh Guest House, and Thong Nhat Hall;
(iii) Office of the Party Committee of the Government of Vietnam, Office of the Communist Party Delegation, Office of the Trade Union, Youth Union;
(iv) Offices, Departments, and equivalent units subordinate to the entities defined in (i) and (ii).
