Structure and Number of Members of the Executive Committee, Standing Committee Members, Vice Presidents, and Inspection Committee Members in Vietnam
Based on Subsection 3 Section 2 Guidance 56/HD-TLD in 2022, the structure and number of members of the executive committee, standing committee members, vice presidents, and inspection committee members are regulated as follows:
Regarding the structure of the executive committee
- The executive committee of trade unions at all levels should ensure representation of lower-level trade unions and union members according to sectors and localities to meet the requirements of building the labor movement and trade unions in the coming period; promptly implement policies and resolutions of the Communist Party and the trade union organization to a broad mass of members and workers. Strive for the executive committee at all levels of trade unions to have members from three age groups. Specifically, for provincial, central sector-level, and equivalent trade unions:
Under 40 years old, strive for at least 10%, from 40 to 50 years old strive for 40%-50% to ensure inheritance and development; strive for female participation in the executive committee to be about 30%.
- Based on the characteristics, situation, and demands of trade union activities at the local level or unit to ensure the executive committee has enough capability and bravery to represent and protect the legal and legitimate rights and interests of members and workers; the personnel subcommittee needs to prepare and present to the standing committee and executive committee to determine the specific structure of the executive committee at the same level and orient the lower levels following the principle:
Emphasize the quality of the executive committee, not lowering standards and conditions due to structure, and not necessarily having representatives from every local area, department, or sector in the executive committee.
- In provincial, central sector-level, and equivalent trade unions that have arranged advisory and assisting bodies according to a combined model of some offices, the structure should include deputy levels in the executive committee to ensure the participation of representatives from important sectors like finance, female workers, organization, and inspection...
- In cases where personnel cannot be adequately prepared to meet the set structure, conduct elections with fewer members, the remaining members will be supplemented during the term to meet the regulated standards and structure. However, the number of members should be no more than 10% fewer than the total approved number (e.g., if the executive committee is approved for 31 members, it must have at least 28 members with a maximum shortfall of 3 to be supplemented during the term).
Regarding the number
- The number of executive committee members, inspection committee members at all levels follows the table below:
When building the personnel project, the trade unions need to carefully consider the characteristics, situation, and demands of trade union activities in the coming time to improve the quality of personnel preparation of the executive committee, inspection committee, and actively consider reducing the number of executive committee members compared to the current term.
- The number of vice-presidents of the provincial labor federations and centrally affiliated cities is decided by the local Party committee after a unified exchange with the Communist Party delegation of the General Confederation.
- The number of vice-presidents of the central sector-level trade unions and equivalents, and the trade union of corporations under the General Confederation is decided by the Communist Party delegation of the General Confederation after a unified exchange with the party committee, executive party committee of the corporations, ensuring the following principles:
+ Central sector-level trade unions and equivalents: from 02 to 03 persons.
+ Corporation trade unions under the General Confederation: 02 persons.
- The number of vice-chairs of the inspection committee at provincial and central sector-level trade unions and equivalents: 01 person. Particularly, Hanoi City Labor Federation and Ho Chi Minh City Labor Federation are structured with a maximum of 02 vice-chairs of the inspection committee.

What are the criteria and conditions for members of the executive committee and inspection committee of trade union congresses at all levels in Vietnam for the term 2023-2028?
Based on Subsection 1 Section 2 Guidance 56/HD-TLD in 2022, the criteria and conditions for members of the executive committee and inspection committee of trade union congresses at all levels for the term 2023-2028 are specified as follows:
- The selection and nomination of members of the executive committee and inspection committee of trade unions at all levels must thoroughly grasp the policies and resolutions of the Communist Party on personnel work, while concretizing Resolution 03-NQ/BCH, dated January 11, 2019, of the Executive Committee of the Vietnam General Confederation of Labor on “Union personnel work in the new situation.”
- Decisively filter out those whose political bravery is not solid; whose quality, capacity, and reputation have declined; who lack exemplary behavior, cause division, are factional, opportunistic; show signs of political, ethical, lifestyle deterioration; violate democratic centralism principles; are bureaucratic, authoritative; lack close attachment to the people, members, and officials and public employees, workers.
- Specific criteria for personnel participating in the executive committee, inspection committee of trade unions at all levels are implemented according to the regulations of the Presidium of the Vietnam General Confederation of Labor on the standards for leadership and management personnel of trade unions at all levels.
- Based on the aforementioned criteria, the trade unions at all levels shall concretize the standards into their personnel project appropriate to the situation and characteristics of localities, units, achieving the requirements for trade union activities for the term 2023-2028 and preparing for the subsequent years.
What is the age limit for personnel to join the executive committee and inspection committee of trade unions at all levels in Vietnam for the term 2023-2028?
Based on Subsection 2 Section 2 Guidance 56/HD-TLD in 2022 specifying the age limits for personnel to join the executive committee and inspection committee of trade unions at all levels for the term 2023-2028:
- The age for participation in the executive committee, inspection committee of trade unions at all levels generally complies with the regulations of the Communist Party and state laws, where:
+ The age for the first-time participation in the executive committee and inspection committee must cover at least one full term (60 months);
+ The age for re-election must cover at least half of the term (30 months) at the time of organizing the trade union congress, according to Plan No. 179/KH-TLD, dated March 3, 2022, of the Presidium of the Vietnam General Confederation of Labor.
+ [Age of cadres first introduced as candidates] = [Actual retirement age of cadres according to Decree No. 135/2020/ND-CP, dated November 18, 2020, of the Government of Vietnam, Conclusion No. 08-KL/TW, dated June 15, 2021, of the Politburo on the age of appointment and introduction of cadres as candidates] - [Age of cadres at the time of the trade union congress at the same level] according to Plan No. 179/KH-TLD, dated March 3, 2022, of the Presidium of the Vietnam General Confederation of Labor, must be at least enough for one full term (60 months).
+ [Age of cadres re-elected in the next term] = [Actual retirement age of cadres according to Decree No. 135/2020/ND-CP, dated November 18, 2020, of the Government of Vietnam, Conclusion No. 08-KL/TW, dated June 15, 2021, of the Politburo on the age of appointment and introduction of cadres as candidates] - [Age of cadres at the time of the trade union congress at the same level] according to Plan No. 179/KH-TLD, dated March 3, 2022, of the Presidium of the Vietnam General Confederation of Labor, must be at least 30 months.
- Some special cases:
+ The age of executive committee members of trade unions at all levels for personnel structured at agencies, units, and enterprises outside the state sector (if any) shall be decided by the competent authorities, but ensuring that at the time of first-time introduction as candidates, the maximum age is not higher than 70 for men and 65 for women.
+ Chairmen, vice chairmen of specialized trade unions in corporations, finance organizations, state-owned commercial banks (or where the state holds controlling shares), chairmen of specialized trade unions in party, government agencies, Fatherland Front, political-social organizations, public service provider agencies at the central level; chairmen of central sector-level trade unions with concurrent leadership positions, who have a work term of at least 1 year (full 12 months), if they have good qualities, capabilities, reputation, health, and have completed tasks well or better, and approved by the same-level Party committee, they may be considered for re-election to the executive committee for the term 2023-2028 until retirement age.
+ The age of executive committee members for the People's Police Trade Union and the National Defense Trade Union shall be implemented according to sector regulations.
