Pursuant to Article 18 Regulation 80/QD-TW 2022, the standards are stipulated as follows:
Standards and Conditions for Appointment, Nomination of Officials to Higher Positions
1. Ensure general standards and specific standards for the appointed, nominated titles as regulated.
2. Officials nominated from internal sources must be planned into the appointment title or planned into an equivalent or higher title. External candidates must be planned into an equivalent or higher title. Special cases will be considered and decided by the authorized level.
3. Must hold the current position or an equivalent position for at least 2 years. Special cases will be considered and decided by the authorized level.
For the appointment of officers in the armed forces, the Central Military Commission and the Central Public Security Party Committee will specify accordingly with practical requirements.
4. Have a complete and clear personal file, résumé, and declaration of assets and income, which must be verified and authenticated by competent authorities.
5. Age: Officials proposed for the first time appointment to leadership or management positions in political system agencies must be of sufficient age to serve for a full term. Special cases will be considered and decided by the authorized level.
6. Must have sufficient health to complete assigned tasks.
7. Officials under disciplinary actions are not assigned, appointed, or nominated for a higher position within the following time frames (from the effective date of the disciplinary decision):
- 12 months for reprimand.
- 30 months for warning.
- 60 months for dismissal.
Officials nominated for higher positions must have held the current position or an equivalent position for at least 2 years and meet other appointment standards and conditions as regulated above.

Principles of Appointment and Nomination of Officials to Higher Positions in Vietnam
Pursuant to Article 16 Regulation 80/QD-TW 2022, the principles of appointment and nomination of officials to higher positions are as follows:
- The Party committee, party organization, and the collective leadership of the agency or unit consider, decide on the appointment, and nominate officials per their authority; ensure the leadership of the Communist Party, principles of democratic centralism, objectivity, transparency, and the full exercise of rights and responsibilities of each member and the head.
- Based on the standards, conditions, qualities, ethics, capabilities, aptitudes, and reputation of the officials; and considering the requirements of performing the political tasks of the locality, agency, or unit.
- Ensure the stability, inheritance, and continuous development of the official team; improve the quality and efficiency of work.
- Not to appoint, nominate, mobilize, promote or confer military ranks to officials and party members who are under disciplinary review.
Principles of Official Management and Appointment, Nomination of Officials in Vietnam
Pursuant to Article 3 Regulation 80/QD-TW 2022, the principles for official management and appointment, nomination of officials are as follows:
- The Communist Party uniformly leads the official work and manages the official team:
+ Set forth guidelines, policies, standards, regulations, and rules on official work and lead, direct, and organize implementation via party committees, party organizations, officials, and party members in the organizations of the political system, state economic organizations, and public service providers.
+ Foster the development of the official and public employee team of the political system; directly manage the key leadership positions across sectors and levels.
+ Delegate the task of managing officials, appointing, and nominating officials to party committees and party organizations; concurrently, regularly inspect and supervise the implementation by sectors and levels.
- Ensure strict adherence to the principles of democratic centralism, collective decision-making, while fully exercising individual responsibilities, especially that of the leader in official work and official management:
+ Matters of guidelines, policies, evaluation, planning, training, deployment, appointment, dismissal, resignation, suspension, transfer, secondment, commendation, and discipline of officials must be discussed democratically and decided by the party committee, party organization, and authorized collective leadership by majority vote. In case of differing opinions between the leader and the collective leadership, the matter must be reported to the superior authority for consideration and decision.
+ The head of the party committee, party organization, agency, or unit is responsible for proposing and organizing the implementation of the collective decision on official work within their assigned scope.
+ Officials and party members must comply with the resolutions and decisions of the party committee, and lower-level party committees must comply with superior party committee decisions on officials and official work.
