Pursuant to Article 31 of the 2015 Law on Government Organization as follows:
Deputy Prime Minister
1. The Deputy Prime Minister shall assist the Prime Minister in performing duties as assigned by the Prime Minister, and shall be responsible to the Prime Minister for performance of these assigned duties.
2. When the Prime Minister is absent, one Deputy Prime Minister shall be authorized by the Prime Minister to act on behalf of the Prime Minister to lead the Government’s duties.
Accordingly, the Deputy Prime Minister has the following roles:
- Performing duties as assigned by the Prime Minister, and shall be responsible to the Prime Minister for performance of these assigned duties.
- Be authorized by the Prime Minister to act on behalf of the Prime Minister to lead the Government’s duties in case the Prime Minister is absent.
What are the general criteria satisfied by the Deputy Prime Minister of Vietnam?
Pursuant to Section 1 of Regulation 214-QD/TW in 2020, the general criteria satisfied by the Deputy Prime Minister of Vietnam are:
- Politics and ideology:
+ Be absolute loyalty to the interests of the Party, the nation - the nation and the people;
+ Be steadfast in Marxism-Leninism, Ho Chi Minh's thought, the goal of national independence and socialism, and the Party's reform guidelines; Have a strong political stance, opinion, and bravery;
+ Resolutely protect the ideological foundation, platform, party line, constitution, and laws of the State;
+ Fight against wrong and hostile views. Have a passionate, deep patriotism; always put the interests of the Party, the nation- country and the people above the interests of sectors, localities, agencies and individuals;
+ Be willing to sacrifice for the revolutionary cause of the Party, for the independence and freedom of the Fatherland, for the happiness of the people. Absolutely comply with the assignment of the organization, rest assured of work. Strictly maintain the discipline of speech in accordance with the Party's principles and regulations.
- Ethics and lifestyle:
+ Have exemplary of moral qualities;
+ Live honestly, modestly, sincerely, purely, simply, tolerantly;
+ Be industry, thrift, honest and righteous, public-minded; fail ambitious for power, enthusiastic and highly responsible for work;
+ Be a center of solidarity and exemplary in all aspects; fail to commit corruption, waste, opportunity, or profit;
+ Resolutely fight to prevent and repel the deterioration of political thought, morality, lifestyle, manifestations of "self-evolution", and "self-transformation" internally, bureaucracy, corruption, negativity, waste, rights, and group interests;
+ Absolutely fail to be profiteering and allow relatives and acquaintances to take advantage of their positions and powers for illegal profit; strictly implement the Party's organizational and disciplinary principles, especially the principles of democratic centralization, self-criticism, and criticism;
+ Properly and fully exercise their powers and responsibilities and direct the strict implementation of principles, regulations, regulations and procedures on staff work; resolutely struggle with manifestations and deeds contrary to the regulations of the Party and the State in cadre work.
- Qualifications:
+ Graduated from university or higher;

What are the specific criteria satisfied by the Deputy Prime Minister of Vietnam?
Pursuant to Section 2.12 of Regulation 214-QD/TW in 2020, the specific criteria satisfied by the Deputy Prime Minister of Vietnam are:
- Ensure all general criteria for members of the Politburo, Secretariat, or Members of the Central Committee.
- At the same time, the following criteria for quality and competency must be satisfied:
+ Have competence in strategic planning; decisive, drastic, and timely to decide difficult and complex issues related to the executive field.
+ Have extensive knowledge of state management in the fields of socio-economy, defense, security and foreign affairs of the country; in-depth understanding of the assigned field.
+ Have the capacity to concretize the Party's guidelines, guidelines and resolutions into mechanisms, policies and laws of the State and direct the organization to implement effectively.
+ Have ability to detect limitations and weaknesses in the field in charge and propose solutions to remedy them.
+ Be an official member of the Central Committee for a full term, have experience and successfully complete duties in key leadership positions at the provincial level or key departments, ministries, branches and central unions.
