In Clause 1, Article 3 of Circular 22/2022/TT-BGDDT, there are regulations on the duties of professional titles of teachers as follows:
Standards of professional titles of clergy officers
1. Mission
a) Plan and implement the school's annual ministry work; periodic and regular reports as prescribed;
b) Manage and monitor the school's system of records and books related to students;
c) Coordinate the implementation of enrollment and assigned tasks related to examination, examination and assessment of students;
d) Coordinate with teachers and staff in the school to manage and monitor students daily; synthesize the learning and training results of students;
dd) Complete training programs; self-study and self-fostering to improve professional capacity;
e) Perform other tasks assigned by the principal.

According to the current provisions in Article 3 of Circular 07/2019/TT-BGDDT, the duties of ministry officials are as follows:
Standards of professional titles of teachers
1. Mission
a) Plan the school's annual ministry work;
b) Manage and monitor the school's system of records and books related to students;
c) Coordinate with teachers in managing and monitoring students daily;
d) Coordinate with the homeroom teacher in synthesizing the learning and training results of students;
dd) Perform assigned tasks related to the examination and examination (including: Making a list of exam rooms, seating diagrams, summarizing test results...);
e) Perform the enrollment work according to the assigned tasks;
g) Contact, exchange and communicate with students' families when necessary;
h) Make periodic and regular reports on the ministry;
i) Completion of training programs; self-study, self-fostering to cultivate ethics, improve professional capacity;
k) Perform other tasks assigned by the principal.

Thus, according to the new regulations, from February 12, 2023, the professional titles of teachers will have fewer duties than the previous regulations.

Salary of professional titles of ministry officials from 02/12/2023 in Vietnam?
In Article 6 of Circular 22/2022/TT-BGDDT, the salary classification of professional titles of teachers is as follows:
Salary placement
1. Public employees appointed to professional titles of ministry officials code V.07.07.21 specified in this Circular shall be entitled to apply the salary table of class A0 officials in Table 3 (professional and professional payroll for cadres and employees in non-business units of the State) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and the armed forces (hereinafter abbreviated as Decree No. 204/2004/ND-CP).
2. The transfer of salary in case of recruitment or appointment to the title of a civil servant or other specialized official shall be as follows:
a) In case the salaries of civil servants and public employees of grade A0 are ranked according to Table 2 (professional and professional payroll for cadres and civil servants in State agencies) or Table 3 (professional and professional payroll for cadres and employees in non-business units of the State) issued together with Decree No. 204/2004/ND-CP, the salary of class A0 employees shall be ranked;
b) In case the salary of civil servants or public employees of class A1 or higher or class B is being reclassified according to the instructions in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Interior guiding salary classification when raising or transferring quotas, transfer of civil servants and public employees.
Thus, the officer holding the title of ministry officer will be paid based on the above basis.
What are the standards for professional titles of clergy officers under the new rules in Vietnam?
Article 3 of Circular 22/ 2022/TT-BGDDT stipulates the standards of professional titles of teachers as follows:
- Standards of professional ethics
+ Comply with the Party's guidelines and guidelines, policies, laws of the State and regulations of the sector;
+ Honesty, objectivity, sense of moral cultivation, upholding the sense of responsibility. Preserving the quality, honor and prestige of public officials; unite, help colleagues and students;
+ Perform tasks in accordance with regulations and regulations of law.
- Standards of training and retraining qualifications
+ Have a pedagogical college diploma or higher (or have a college diploma or higher in other majors suitable for the position of the ministry);
+ Complete the training program according to the standards of professional titles of teachers as prescribed.
- Standards of professional competence
+ Understand and know how to apply the Party's guidelines, policies, laws, regulations and requirements of the sector to the education level in the field of work;
+ Effectively implement the school's educational plans and programs;
+ Ability to organize and manage students to effectively perform the duties of ministry officials;
+ Ability to coordinate and communicate well with colleagues; advising and supporting students and their parents in performing tasks;
+ Ability to apply information technology in professional activities.
Circular 22/2022/TT-BGDDT will take effect from 02/12/2023.
