What are general standards for members of Political Bureau in Vietnam under Regulation 214-QD/TW?
Based on Section 1 of Part I Regulation 214-QD/TW of 2020, the general standards for the position of member of Political Bureau in Vietnam are stipulated as follows:
- Regarding politics and ideology:
Absolutely loyal to the interests of the Communist Party, the nation, and the people; steadfast in Marxism-Leninism, Ho Chi Minh's ideology, the goal of national independence and socialism, and the path of renewal of the Communist Party. Possess a firm political stand, viewpoint, and bravery; resolutely defend the ideological foundation, Platform, and line of the Communist Party, the Constitution, and the laws of the State; fight against incorrect and hostile viewpoints.
Have a fervent and profound spirit of patriotism; always place the interests of the Communist Party, the nation, and the people above the interests of the sector, locality, agency, and individual; ready to sacrifice for the revolutionary cause of the Communist Party, for the independence and freedom of the Motherland, for the happiness of the people. Absolutely comply with organization assignments, be dedicated and stable in work. Strictly adhere to speech discipline according to the principles and regulations of the Communist Party.
- Regarding ethics and lifestyle:
Exemplary in ethical qualities; live honestly, modestly, sincerely, transparently, simply, and tolerantly; diligent, thrifty, righteous, impartial, and selfless. Ambition for power is absent, with high enthusiasm and responsibility for work; be a unity center and exemplary in all aspects.
Not corrupt, wasteful, opportunistic, or self-seeking; resolutely fight to prevent and roll back ideological and ethical degradation, lifestyle degradation, manifestations of "self-evolution," "self-transformation" within the ranks, bureaucracy, corruption, negative phenomena, wastefulness, authoritarianism, and group interests; absolutely not profit from office and do not let relatives or acquaintances profit from their office and authority.
Strictly implement the principles, discipline of the Communist Party, especially the principles of democratic centralism, self-criticism and criticism; correctly and fully exercise their authority and responsibility and direct the strict implementation of principles, regulations, rules, and processes regarding personnel work; resolutely oppose manifestations and acts contrary to the regulations of the Communist Party and the State in personnel work.
- Regarding qualifications: Hold a university degree or higher; have political theory at the bachelor's or advanced level; hold state management qualifications of a senior specialist or equivalent; have appropriate foreign language and computer skills.
- Regarding capabilities and reputation:
Have an objective, comprehensive, dialectical, and historically specific viewpoint, innovative thinking, strategic vision; a scientific working method; political sensitivity; the ability to concretize and effectively lead, direct, and organize the implementation of the Communist Party's policies and the laws of the State; have the ability to summarize practices, research theory, analyze, and forecast well. Grasp the overall situation and fully understand the field, domain, locality, agency, or unit assigned to manage and be responsible for.
Promptly grasp opportunities and prospects; identify contradictions, challenges, new issues, difficult problems, limitations, and weaknesses in practice; proactively propose feasible and effective tasks and solutions.
Be dynamic, creative, diligent, hardworking, daring to think, dare to do, dare to take responsibility; have high political determination, act decisively, dare to face difficulties and challenges; ensure words are matched by actions; have outstanding achievements, tangible results, and "products" that significantly contribute to the development of the sector, locality, agency, or unit; be closely associated with the people and serve the people.
Be the nucleus that brings together and promotes the comprehensive strength of the political system; be trusted and highly credited by cadres, party members, and the general public.
- Regarding health, age, and experience:
+ Have sufficient health to perform duties; ensure the age of appointment, nomination in accordance with Communist Party regulations.
+ Have held and successfully completed responsibilities and tasks at lower-level key leadership and management positions; have extensive practical experience.

Based on Subsection 2.2 of Section 2 Part I Regulation 214-QD/TW of 2020, apart from meeting the general standards, members of Political Bureau must additionally meet the following specific standards:
Ensure all standards for members of the Central Committee, while also possessing additional standards:
- Truly exemplary in all respects within the Central Committee regarding political bravery, ethical qualities, intellect, combat spirit, leadership and management capabilities, organizational discipline awareness; not influenced by external interference, pressure, and group interests.
- Have a broad understanding of the national, regional, and global situation; be politically sensitive, economically sharp, and deeply knowledgeable about society.
- Have high awareness and responsibility, capable of contributing opinions on policy-making and identifying, proposing practical issues for the Central Committee, Politburo, and Secretariat to discuss and decide.
- Be a full-term official member of the Central Committee; have held and successfully completed key leadership positions at the provincial level (provincial party secretary, city party secretary; chairman of the provincial people's council, chairman of the provincial people's committee) or head of central departments, ministries and agencies, the Fatherland Front, and central political-social organizations.
In cases where members of Political Bureau or Secretariat work in the military, they must have held key regional military positions.
What are matters that members of the Political Bureau in Vietnam must resolutely oppose?
According to Article 3 Regulation 08-QDi/TW of 2018, members of Political Bureau must be stringent with themselves and resolutely oppose the following issues:
- Individualism and parochialism. Exploiting collectives to evade responsibility or using collective names to achieve personal objectives. Inconsistency between words and actions; saying much and doing little.
- Autocracy, authoritarianism, bureaucracy, alienation from the people, indifference, and apathy towards the people's difficulties and concerns. Prejudice against those who give feedback and criticism.
- Directly or through proxy providing documents for others to speak, write, or publish false information to elevate their collective or individual status or undermine the reputation of others in the media or social networks.
- Preside over and advise on mechanisms and policies contrary to the Communist Party’s line and the State's laws, affecting the Communist Party’s reputation or causing harm to the State's, collective's, and citizens' interests.
- Running for or assisting in running for positions, votes, or credit. Unlawfully intervening in personnel work; promoting, appointing, arranging personnel without sufficient standards or conditions, especially with regard to relatives.
- Corruption and bribery in any form; giving or receiving gifts for personal gain.
- Unlawfully intervening in inspections, audits, prosecutions, trials, or executions; providing proposals, guidance, evaluation, approval, bidding, or direct assignment for economic-social, defense-security projects; auctioning land and state assets.
- Wasting public funds, property, resources, and working time. Organizing out-of-town and overseas delegations without proper composition, duration, and work requirements. Luxurious, wasteful living, entertaining, and spending.
- Exploiting or allowing enterprises to exploit for personal gain. Using office, authority, or reputation to exploit, borrow money, property, and resources from organizations and individuals unlawfully.
- Letting spouses, parents, children, or siblings exploit one’s position, authority, and reputation for personal gain. Allowing spouses and children to live lavishly, or engaging in social vices and law violations.
