Pursuant to subsection 2.1, Section 2, Part I, Regulation 214-QD/TW in 2020 stipulates as follows:
"2. Specific title standards
The standards for the following titles must fully satisfy the general standards mentioned in Section 1, Part I, of this Regulation; at the same time, meet the standards of each title, specifically as follows:
2.1. Member of the CPV Central Committee
Typical of the Communist Party of Vietnam in terms of political bravery, moral qualities and working capacity. Consciousness, high responsibility, comprehensive knowledge; actively participate in discussions, contribute, plan guidelines, policies and collective leadership of the CPV Central Committee. Having the ability to successfully organize the implementation of the Communist Party of Vietnam 's lines, policies and tasks, and the national development strategy in the new period in the fields and areas of work assigned to him or her to manage and take charge of. Having the ability to forecast, handle and respond in a timely and effective manner to unexpected and unexpected situations; Able to work independently. Having qualities and capacity for strategic leadership and management; having ambitions and aspirations to innovate for the people and for the country. Having experienced and successfully completed tasks in key leadership positions at direct and equivalent subordinates.
Alternate members of the CPV Central Committee must be young cadres; basically meet the standards of a member of the CPV Central Committee; Through practice, he has demonstrated capacity and development prospects in terms of leadership and strategic management qualities; may plan the title of member of the CPV Central Committee and key leaders of the provincial CPV Committee, the CPV Committee of the Central Government, the CPV Central Committees, ministries, branches and mass organizations in the next and subsequent terms."
Thus, in addition to ensuring general standards, members of the CPV Central Committee must ensure specific standards as prescribed above.

Pursuant to subsection 2.2, Section 2, Part I, Regulation 214-QD/TW in 2020 stipulates as follows:
"2. Specific title standards
The standards for the following titles must fully satisfy the general standards mentioned in Section 1, Part I, of this Regulation; at the same time, meet the standards of each title, specifically as follows:

2.2. Member of Politburo, Secretariat
To fully ensure the standards of a member of CPV Central Committee, at the same time, it is necessary to have additional standards: Truly typical and exemplary of the CPV Central Committee in terms of political bravery, moral quality, intelligence, fighting will, leadership capacity, management, sense of organization and discipline; not influenced by interference, outside pressure and group interests. Deep understanding of the situation of the country, region and the world; political sensitivity, economic acumen, deep understanding of society. Conscious, highly responsible, able to contribute ideas in making guidelines and policies and detect and propose practical issues to the CPV Central Committee, Politburo, and Secret Service letter of discussion and decision. Being an official member of CPV Central Committee for a full term or more; have experienced and successfully completed their tasks in key leadership positions at the provincial level (Secretary of the Provincial CPV Committee, City CPV Committee; President of the People's Council, Chairman of the People's Committee of the province or city) or heads of committees, ministries, branches, Fatherland Front, socio-political organizations at the central level. If a member of the Politburo or the Secretariat works in the army, he/she must have held the position of presiding officer at the military zone level."

"2. Standards for specific titles

2.3. General Secretary
To fully ensure the general standards of members of the Politburo and the Secretariat, and at the same time, it is necessary to have the following qualities and capacities: Having a high reputation in the CPV Central Committee, the Politburo, the entire Communist Party of Vietnam and the people; is the center of solidarity, gathering and promoting the synergy of the whole political system, the whole Communist Party of Vietnam and the people and the strength of the times to successfully carry out the two strategic tasks of national construction and defense, the goal of "rich people, strong country, democracy, justice and civilization". The most representative of the morality and wisdom of the whole Communist Party of Vietnam. Having a high level of political theory. Having deep, wide and comprehensive knowledge in the fields of politics, economy, culture, society, national defense, security, foreign affairs, Communist Party of Vietnam’s building, state management, etc. the ability to research, discover, propose and decide; calm, dealing with difficult and complicated issues related to the destiny of the Communist Party of Vietnam , the country and the nation. Capable of leading and operating the CPV Central Committee, the Politburo, the Secretariat; have leadership capacity to build a contingent of strategic staff, especially successors and key staff. Having experienced and successfully completed tasks in the position of secretary of the provincial CPV Committee, city CPV Committee or head of a CPV Central Committee, ministry or branch; join the Politburo for a full term or more; special cases decided by the Central Executive Committee.”
Accordingly, the General Secretary, in addition to meeting the general standards, needs to meet specific standards as prescribed above.
