According to subsection 2, Section IV, Decision 729/QD-TTg in 2022 of the Vietnamese Prime Minister has directed the renewal and diversification of forms and content of communication about the sea and ocean with the following forms:
- Diversify forms of communication: on mass media; personal communications; grassroots information system (communal loudspeaker system, posters, slogans, etc.); communication in education and training institutions; combined communication and promotion of tourism and other marine economic activities; communication through publications, documentaries, documentaries, seminars, dissemination conferences, trainings, events, exhibitions on seas and oceans, Vietnam Seas and Islands Week, Great Day Ocean World.
- Step-by-step digital transformation of communication methods, digitization of propaganda materials, production of modern, multi-platform, high quality television and communication products that can be accessed and interacted at all times, anywhere via the Internet.
- Development and design of content and communication messages, using languages suitable for each target group, paying attention to specific areas and objects such as border areas, remote and extremely difficult areas. towel and island districts; ethnic minorities and fishermen have a long working time at sea; our compatriots abroad and the international community.
- Collection and digitization to build a database on sea and ocean to serve the management, research and communication; create and encourage social movements to learn and learn about seas and oceans.
- In addition to general and basic information about seas and oceans; integrate information communication content on scientific and technological research on seas and oceans; scientific knowledge of marine ecosystems (marine biodiversity); basic investigation of resources and environment of sea and islands.
Accordingly, the renewal and diversification of forms and content of communication about the sea and ocean are carried out according to the above solutions.

Pursuant to subsection 3, Section IV, Decision 729/QD-TTg in 2022 of the Prime Minister, directing solutions to strengthen international cooperation and communication on seas and oceans:
- Promote communication, raise awareness about international cooperation in the sea and ocean, on sustainable development of the marine economy. Diversify types and methods of marine communication and international cooperation on seas and oceans; building relevant and effective specialized pages and sections of information, actively coordinating and cooperating with reputable international media agencies and media channels to improve the effectiveness of communication activities; promote the role of the overseas Vietnamese community in promoting and communicating about Vietnam's seas and islands.
- Build specialized pages and columns in foreign languages about sea and ocean on foreign newspapers, websites, radio and television channels.
- Organize international conferences on the law of the sea; promote marine and ocean scientific research, increase the quantity and quality of international publications on seas and oceans; conservation of marine biodiversity; exploitation, use and protection of marine resources and environment; promote investment in marine economic development and international and regional forums and events related to sea and ocean.
- Organize programs, events, exhibitions, contests, contests... external information about Vietnam's seas and islands in combination with propaganda and promotion of the image of the country, culture and people of Vietnam.
- Mobilize financial and technical support, experience in implementing communication programs on seas and oceans of international organizations and governments.
Promoting propaganda to refute misrepresentations and incitements of hostile forces about Vietnam's seas and islands?
Pursuant to subsection 6, Section IV, Decision 729/QD-TTg in 2022 of the Vietnamese Prime Minister has given the following directives:
- Timely commend and replicate advanced examples, good examples, and good deeds during the implementation of the Program.
- Identify and propagate against false, distorting and agitated claims of hostile and reactionary forces about sovereignty over sea and islands. Timely reflect, criticize and propose to deal with views, activities and acts contrary to the Party's line and guidelines, the State's policies and laws on seas and islands, as well as international laws marine economics; illegal exploitation of marine resources and violations of national maritime sovereignty.
- Develop and organize awards and communication contests about sea and ocean to encourage domestic and international organizations and individuals to participate in communication activities and raise awareness about the sea and ocean.
Thus, individuals and organizations that well implement the communication program on seas, islands and oceans will be commended and rewarded. In addition, it is necessary to step up propaganda work to counter false and distorted claims of hostile forces.
