Medical public employees' salaries higher than other officials and public employees when implementing wage reform starting from July 1, 2024?
In accordance with Resolution 104/2023/QH15 on the state budget estimate for 2024, it is stipulated that from July 1, 2024, a comprehensive reform of wage policies shall be implemented according to Resolution 27-NQ/TW of 2018.
Citing the Vietnam Government Portal, the Minister of Home Affairs stated that a notable point in the wage reform is that public employees' salaries, especially those in education and healthcare, will be higher than the general level of other officials and public employees.
This is because we are implementing wage policy reform linked to the resolution on fundamental, comprehensive development of education, training, and healthcare. Particularly, the recent COVID-19 pandemic has highlighted the need to improve the living standards of teachers and healthcare workers.
Therefore, during the wage reform, the Ministry of Home Affairs will cooperate with the Ministry of Education and Training and the Ministry of Health to propose to the competent authorities to adjust support to ensure that the salaries (including allowances) of teachers and doctors are increased in line with their job requirements and position, while also maintaining the general salary level of officials and public employees, thus demonstrating preferential treatment for these two sectors.
Thus, according to the Minister of Home Affairs, when the wage reform of 2024 is implemented, medical public employees' salaries will be higher than the general level of other officials and public employees. What are the 2 new salary tables applying to officials and public employees when implementing wage reform 2024?
Resolution 27-NQ/TW of 2018 agreed to develop 2 new salary tables applying to officials and public employees nationwide. Officials and public employees will apply the following 2 salary tables:
Salary Table 1
The position-based salary table applies to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to the commune level according to the principle:
- The position salary must reflect the hierarchy in the political system; holding which leadership position will receive the salary of that position, if one person holds multiple positions, the highest position salary will be received; holding equivalent leadership positions will receive the same position salary; the position salary of the leader at a higher level must be higher than the position salary of the leader at a lower level;
- Stipulate one position salary level for each kind of equivalent position; do not differentiate ministries and central authorities, committees, boards, and equivalents at the central level when constructing the central position salary table; do not differentiate different position salaries for the same leadership title according to administrative unit classification at the local level but implement through allowance policies.
- The classification of equivalent leadership positions in the political system to design the position salary table is decided by the Politburo after reporting to the Central Committee.
Salary Table 2
The professional and operational salary table according to officials' grade and public employees' professional titles applies commonly to officials and public employees not holding leadership titles; each officials' grade and public employees' professional title have multiple salary levels according to the principle:
- Same job complexity level will have the same salary level;
- Higher-than-normal working conditions and professional incentives will be implemented through professional allowance policies;
- Rearrange the group of grades and number of levels in officials' grades and public employees' professional titles, encouraging officials and public employees to improve their professional qualifications.
- Appointment to officials' grades or public employees' professional titles must be associated with job position and officials' grade structure and public employees' professional title structure implemented by the agencies, organizations, and units managing officials and public employees.
How will the salary structure of healthcare public employees change after the 2024 wage reform?
According to the guidelines of Resolution 27-NQ/TW of 2018, the salary structure of healthcare officials and public employees will undergo significant changes:
+ Abolish the current statutory pay rate and salary coefficient, and construct a basic salary level with a specific amount in the new salary table.
+ Design a new salary structure consisting of: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonuses (the bonus fund accounts for about 10% of the total annual salary fund, excluding allowances).
Thus, the main salary structure includes two key components: basic salary accounting for 70% of the total salary fund and allowances accounting for 30% of the total salary fund, with an additional bonus component. Therefore, healthcare public employees may receive:
Actual healthcare public employee salary = Basic salary + Allowances (if any) + Bonus (if any)
