Implementation of Central Budget Allocation in 2023 for the Ministry of Health to Purchase Vaccines for the Expanded Immunization Program

According to Resolution 98/NQ-CP in 2023, in 2023, the central budget continues to be allocated to the Ministry of Health to purchase vaccines for the expanded immunization program for all localities nationwide from the central budget reserve.

Based on the provisions of Article 2 of Resolution 98/NQ-CP in 2023:

*Assignment for the Ministry of Health:

- Guide localities in planning, determining vaccine needs for each type, necessary vaccine structure, list, and reception timeline for each type of vaccine, ensuring the roadmap to increase the number of vaccines in the expanded immunization program according to Resolution 104/NQ-CP in 2022 of the Government of Vietnam agreed nationwide, as a basis for determining needs and allocating funds; manage and use vaccines as prescribed.

+ Organize the purchase of vaccines for the expanded immunization program according to conformable, ensuring savings, efficiency, promptness, and safety.

- Based on the plans and vaccine needs for the expanded immunization program in 2023 and the first six months of 2024 from the People's Committees of centrally governed provinces and cities, the Ministry of Health shall develop budget estimates to ensure vaccines for the expanded immunization program nationwide in 2023 and submit them to the Ministry of Finance before July 15, 2023, for consolidation and submission to the competent authorities for supplementation from the central budget reserve in 2023 for the Ministry of Health to implement.

- In July 2023, propose the Government of Vietnam issue a Decree amending Decree 104/2016/ND-CP dated July 1, 2016, regulating vaccination activities under simplified order and procedures, ensuring compliance with the provisions of Clause 6, Article 2 of Resolution 99/2023/QH15 dated June 24, 2023, of the National Assembly.

*Assignment for the People's Committees of centrally governed provinces and cities: based on the guidance of the Ministry of Health, review and report the vaccine needs for the expanded immunization program in 2023 to the Ministry of Health before July 12, 2023, for consolidation.

Roadmap for Increasing the Number of Vaccines in the Expanded Immunization Program for the Period 2021 - 2030

Based on Article 1 Resolution 104/NQ-CP in 2022 regulating the roadmap for increasing the number of vaccines in the Expanded Immunization Program for the period 2021 - 2030 as follows:

- Introduce vaccines for diseases caused by the Rota virus starting from 2022, pneumococcal vaccines starting from 2025, cervical cancer vaccines starting from 2026, and seasonal flu vaccines starting from 2030.

The government agrees to allow the provinces and centrally governed cities that can balance their local budgets to purchase cervical cancer vaccines if they can access preferential prices for high-risk groups outside the Expanded Immunization Program from 2022 - 2025 to encourage people to participate in disease prevention vaccination.

In Article 2 of Resolution 99/2023/QH15 regulates the tasks and solutions for implementing special monitoring on mobilization, management, and use of resources for COVID-19 prevention and control; implementation of policies and laws on grassroots healthcare and preventive medicine include:

- To overcome existing limitations and shortcomings in the management and use of resources for COVID-19 prevention and control, improve and effectively implement policies and laws on grassroots healthcare and preventive medicine, ensuring prompt and effective responses in the event of similar pandemics, the National Assembly requests the Government of Vietnam, the Prime Minister of the Government of Vietnam to direct ministries, sectors, and localities to fully grasp the lessons learned, urgently implement the recommendations stated in Report No. 455/BC-DGS dated May 19, 2023, of the Monitoring Team, and simultaneously focus on implementing the following tasks and solutions:

+ Enhance the capacity for disease prevention and control in connection with training and improving the quality of human resources in the healthcare sector, especially in domestic vaccine and medicine production; ensure the availability of medicines, vaccines, equipment, and medical supplies for public health protection, care, and improvement tasks; allocate the central budget to continue implementing the national expanded immunization program ensuring unified and effective implementation nationwide; enhance the capacity of grassroots healthcare and preventive medicine in responding to pandemics; study and build a proposal to establish the Central Disease Control Agency.
