What are the no-fly zones for flycams in Vietnam?
Based on Article 3 of Decision 18/2020/QD-TTg, the no-fly zones for flycams include:
- Areas of national defense works and particularly important military zones authorized by the Government of Vietnam to the Ministry of Defense for direct management and protection.
- Headquarters of the Communist Party, State, National Assembly, the Government of Vietnam, Committees, ministries, and central authorities; headquarters of the Central Committee of the Vietnam Fatherland Front; headquarters of the Provincial Party Committee, People's Council, and People's Committee of provinces and centrally-run cities; headquarters of diplomatic missions, consular offices, and representative offices of international organizations in Vietnam.
- Military deployment areas; areas for deploying combat forces and equipment, readiness for combat, combat training, target protection; warehouses, factories, logistics (technical centers), detention camps, temporary detention centers, and detention houses of forces under the Ministry of Defense and the Ministry of Public Security; areas within the list of works important to national security.
- Airports and airfields with civilian and military aircraft operations.
- Areas within the bounds of air routes, flight paths, and corridors licensed within Vietnam's airspace as specified in the Vietnam Aeronautical Information Publication "AIP Vietnam" published by the Civil Aviation Authority of Vietnam.
- In special cases, for reasons of national defense, security, or upon the request of ministries, central authorities, and local authorities to ensure flight safety and social order, the Ministry of Defense may decide to temporarily restrict or prohibit flights of unmanned aircraft and ultralight vehicles in one or more areas within Vietnamese territory; this decision is effective immediately.

What is the procedure for applying for a flycam flight permit?
Based on Clause 1, Article 9 of Decree 36/2008/ND-CP (amended by Clause 4, Article 1 of Decree 79/2011/ND-CP), the procedure is as follows:

1. Organizations and individuals intending to conduct flight operations must submit an application dossier for a flight permit. The application dossier includes the following documents:
a) Flight permit application form in Vietnamese and English (as per the form issued with this Decree)
b) A legal permit or authorization allowing the aircraft or flying vehicle to take off and land at the airport or designated ground or water area;
c) Other related documents pertaining to the aircraft or flying vehicle.

2. Identification features and type of aircraft or flying vehicle (including an appendix with photographs and a technical description of the aircraft or flying vehicle).
3. The area authorized for flight operations, flight direction, and flight path.
4. Purpose, duration, and schedule of the authorized flight operations.
5. Regulations on flight coordination notifications; designation of management, supervision, or flight operation agencies.
6. Other security and national defense limitations and regulations.
The flight permit for flycams will include the following content:
