- Headquarters of the Communist Party, State, National Assembly, the Government of Vietnam, Committees, ministries, and central authorities; headquarters of the Central Committee of the Vietnam Fatherland Front; headquarters of the Provincial Party Committee, People's Council, and People's Committee of provinces and centrally-run cities; headquarters of diplomatic missions, consular offices, and representative offices of international organizations in Vietnam.

- Military deployment areas; areas for deploying combat forces and equipment, readiness for combat, combat training, target protection; warehouses, factories, logistics (technical centers), detention camps, temporary detention centers, and detention houses of forces under the Ministry of Defense and the Ministry of Public Security; areas within the list of works important to national security.

- Airports and airfields with civilian and military aircraft operations.

- Areas within the bounds of air routes, flight paths, and corridors licensed within Vietnam's airspace as specified in the Vietnam Aeronautical Information Publication "AIP Vietnam" published by the Civil Aviation Authority of Vietnam.

- In special cases, for reasons of national defense, security, or upon the request of ministries, central authorities, and local authorities to ensure flight safety and social order, the Ministry of Defense may decide to temporarily restrict or prohibit flights of unmanned aircraft and ultralight vehicles in one or more areas within Vietnamese territory; this decision is effective immediately.

c) Other related documents pertaining to the aircraft or flying vehicle.
