Procedures for Awarding the Ho Chi Minh Prize for Science and Technology: Latest Implementation
Based on Subsection 1, Section A of Administrative Procedures issued with Decision 2479/QD-BKHCN of 2019, the procedures for awarding the Ho Chi Minh Prize for Science and Technology are as follows:
Step 1: The author of the work or the legal representative of the author submits a dossier requesting the Ho Chi Minh Prize for Science and Technology to the agency, organization directly managing the author or the Department of Science and Technology where the author resides (if the author does not have a direct managing agency or organization).
The dossier is reviewed and evaluated by the grassroots award evaluation council established by the head of the agency, organization directly managing the author or the Director of the Department of Science and Technology where the author resides.
For foreign authors with research works on Vietnam, the work must be proposed for the award by a public science and technology organization with a professional field suitable to the subject of the work to the managing ministry, locality (through the direct managing agency, if any), and the Ministry of Science and Technology. The science and technology organization is responsible for assisting the author in completing the award dossier and establishing the grassroots evaluation council after getting the consent of the managing agency and the Ministry of Science and Technology.
Works that gain the agreement of at least 80% of the total members of the grassroots council are forwarded for consideration at the ministerial, central, and local levels.
Step 2: The dossier requesting the Ho Chi Minh Prize for Science and Technology is reviewed and evaluated by the ministerial, central, and local award evaluation councils established by the Minister, heads of ministerial-level agencies, agencies under the Government of Vietnam, other central state agencies, or the Chairman of the People’s Committee of provinces and centrally-run cities.
Works that gain the agreement of at least 80% of the total members of the council are forwarded for consideration at the national level.
Step 3: Reviewing and evaluating the dossier at the national level is carried out in two steps:
- Step 3.1: The dossier requesting the Ho Chi Minh Prize for Science and Technology is reviewed and evaluated by the state-level specialized award evaluation councils established by a decision of the Minister of Science and Technology; works gaining the agreement of at least 90% of the total members of the council are forwarded for further consideration by the national award evaluation council.
- Step 3.2: The dossier requesting the Ho Chi Minh Prize for Science and Technology is reviewed and evaluated by the national award evaluation council established by a decision of the Prime Minister of the Government of Vietnam, based on the proposal of the Minister of Science and Technology. Works gaining the agreement of at least 80% of the total attending council members are forwarded to the Central Committee for Emulation and Commendation to compile the dossier and present it to the Prime Minister for submission to the President of Vietnam to decide on the award.
The Ministry of Science and Technology organizes the Ceremony for announcing the Presidential Decision and awarding the Ho Chi Minh Prize for Science and Technology.

Conditions for Scientific Research Works to be Awarded the Ho Chi Minh Prize for Science and Technology at the Ministerial Level
According to Article 24 of Decree 78/2014/ND-CP, the regulations are as follows:
Conditions for Award Consideration
Works presented for the award must meet the following conditions:
1. Be under the management of a Ministry or sector, implemented within a locality, and directly serve the development of that Ministry, sector, or the socio-economic, defense, and security development of the locality.
2. Have been published or applied in practice for at least one year from the time of submitting the award dossier.
3. Works presented for the award must be the result of scientific and technological tasks using or receiving funding support from the state budget and must be registered and archived according to legal regulations.
4. By the time of award consideration, the author must not violate the provisions of Article 8 of the Law on Science and Technology.
The authors of scientific research works presented for the Ho Chi Minh Prize for Science and Technology at the Ministerial level must meet the following conditions:
- Be under the management of a Ministry or sector, implemented within a locality, and directly serve the development of that Ministry, sector, or the socio-economic, defense, and security development of the locality.
- Have been published or applied in practice for at least one year from the time of submitting the award dossier.
- Works presented for the award must be the result of scientific and technological tasks using or receiving funding support from the state budget and must be registered and archived according to legal regulations.
- By the time of award consideration, the author must not violate the provisions of Article 8 of the Law on Science and Technology of 2013.
Prohibited Acts in Science and Technology Activities
Based on Article 8 of the Law on Science and Technology of 2013, the prohibited acts in science and technology activities are as follows:
- Abusing science and technology activities to infringe on the interests of the State, the lawful rights, and interests of organizations and individuals; causing harm to resources, the environment, and human health; against the ethics and customs of the nation.
- Infringing intellectual property rights; illegally appropriating, transferring, and transferring scientific and technological results.
- Disclosing documents and scientific and technological results classified as state secrets; committing fraud or deception in science and technology activities.
- Obstructing lawful science and technology activities of organizations and individuals.
