Pursuant to Sub-Item 1 Item B Part II Decision 1689/QD-BVHTTDL 2024, the procedures for awarding the "People's Artist" title (for the grassroots level council at the local level) at the provincial level in Vietnam are as follows:
(1) Implementation Sequence
- Individuals stipulated in Points a and c Clause 1 Article 2 of Decree 61/2024/ND-CP shall send directly, via postal service, or electronically one dossier as stipulated in Clause 1 Article 13 of Decree 61/2024/ND-CP to the unit where they work.
- Individuals stipulated in Points b, d, and đ Clause 1 Article 2 of Decree 61/2024/ND-CP shall send directly, via postal service, or electronically one dossier as stipulated in Clause 1 Article 13 of Decree 61/2024/ND-CP to the Department of Culture, Sports and Tourism or the Department of Culture and Sports where they reside.
- Individuals stipulated in Points a and c Clause 1 Article 2 of Decree 61/2024/ND-CP who are retired shall send directly, via postal service, or electronically one dossier as stipulated in Clause 1 Article 13 of Decree 61/2024/ND-CP to the unit where they used to work before retirement or to the Department of Culture, Sports and Tourism or the Department of Culture and Sports where they reside.
- In the case of invalid dossiers that require supplementation or correction: the receiving agency shall guide individuals to complete the dossiers. Within 07 days from the receipt of the dossier, individuals must submit the completed dossiers to the receiving agency.
- Professional agencies shall establish councils for awarding the "People's Artist" title as stipulated in Chapter III of Decree 61/2024/ND-CP, including: the grassroots level council, the provincial council, and the council of state level.
- Procedure and process at the grassroots level council (including units: Department of Culture, Sports and Tourism, Department of Culture and Sports, Radio Stations, Television Stations, Radio-Television Stations; Theaters, Professional Art Troupes; Academies, Arts Training Schools, Film Units with research, training, artistic creation functions within the province, city directly under the central government):
+ Publicly announce the list of individuals proposed for conferment of the "People's Artist" title by posting publicly or publishing on the unit's electronic information portal for 10 days, from the end of the individual dossier receiving time as regulated to get public opinions.
+ Receive and handle people's suggestions within 15 days from the end of the public announcement period of the list of individuals proposed for the "People's Artist" title by public posting or publishing on the unit's electronic information portal.
+ Consider and evaluate each nominee for the "People's Artist" title as regulated in Article 7 Decree 61/2024/ND-CP within 10 days from the date the council's standing committee reports to seek opinions from council members on the dossier.
+ Within 07 days from the end of the meeting, the council shall be responsible for notifying in writing the results of the conferment evaluation to individuals whose dossiers have been nominated for the "People's Artist" title.
+ Receive and handle appeals within 20 days from the notification of the council's evaluation results.
+ Within 07 days from the end of the appeal handling period, complete the dossier for commendation of the "People's Artist" title achieving 80% approval votes from the total council members present at the meeting, and submit to the standing body of the provincial council.
- The procedure and process at the provincial council and the state council are carried out sequentially in accordance with Articles 15 and 16 of Decree 61/2024/ND-CP.
- The organization of the award ceremony for the "People's Artist" title shall be carried out by the Ministry of Culture, Sports, and Tourism.
(2) Method of Implementation: Direct submission or via postal service or electronically.

Pursuant to Article 4 Decree 61/2024/ND-CP, the principles for awarding the People's Artist" title in Vietnam are as follows:
- Implement according to Points a, b, and c Clause 2 Article 5 of Law on Emulation and Commendation 2022. To be specific:

2. The commendation shall be executed based on the following principles:
a) Accuracy, publicity, transparency, fairness, promptness;
b) Ensuring consistency between the form, subject of commendation, merit, and achievements attained;
c) One form of commendation may be awarded multiple times to the same individual; no multiple awards or various forms for the same achievement; reward to the extent of the accomplishment.
- Councils at all levels are only allowed to present cases meeting all conditions, standards, procedures, and documents as stipulated in Decree 61/2024/ND-CP to the higher authority for consideration.
- The title of "People's Artist" and "Excellent Artist" shall not be conferred on co-authors of musical works and photographic works.
What is the time limit for awarding the "People's Artist" title in Vietnam?
Pursuant to Sub-Item 1 Item B Part II Decision 1689/QD-BVHTTDL 2024, the time limit for awarding the "People's Artist" title in Vietnam (for the grassroots council at the local level) is as follows:
- The time for conducting the conferment activities of the "People's Artist" title at the grassroots council shall not exceed 70 days.
- The time for conducting the conferment activities of the "People's Artist" title at the provincial council shall not exceed 85 days.
- The time for conducting the conferment activities of the "People's Artist" title at the state council includes two steps. Specifically:
+ Step 1: The time for conducting the conferment activities of the "People's Artist" title at the specialized council of the state level shall not exceed 115 days.
+ The time for conducting the conferment activities of the "People's Artist" title at the state council shall not exceed 100 days.
- The "People's Artist" title is conferred and announced every 03 years on the occasion of the National Day of the Socialist Republic of Vietnam.
