Procedure for Implementing, Adjusting, and Terminating Monthly Social Allowances, Monthly Funding for Care and Nurturing
Based on Subsection 1 of Section 1, Part 2 of Decision 292/QD-LDTBXH of 2023, the procedure for implementing, adjusting, and terminating monthly social allowances, and monthly funding for care and nurturing is stipulated as follows:
- Step 1: The beneficiary, the guardian of the beneficiary, or related organizations and individuals prepare the dossier according to the regulations and submit it to the Chairman of the commune-level People's Committee where the beneficiary resides. When submitting the dossier directly, the following documents must be presented for verification against the information declared in the application form:
+ Certificate of residential information or Personal Identification Number and citizen information notification in the National Population Database, ID card, or Citizen Identity Card;+ Birth certificate of the child for cases where the social allowance is requested for children, single poor parents raising children, or persons with disabilities raising children;+ HIV-positive certification from a competent health authority in cases of HIV infection;+ Certification of pregnancy by a competent health authority for pregnant persons with disabilities;+ Disability certification for persons with disabilities.
- Step 2: Within 07 working days from the day of receiving the complete application, the official responsible for Labour - Invalids and Social Affairs must review the dossier and submit it to the Chairman of the commune-level People's Committee for examination, decision making, and publicizing the results at the commune-level People's Committee office for 02 working days, except for information related to HIV/AIDS. If there is a complaint, the Chairman of the commune-level People's Committee must consider, conclude, and publicize the complaint within 10 working days from the day of receiving the complaint.
- Step 3: Within 03 working days from the day the dossier is approved and no complaint is filed, the Chairman of the commune-level People's Committee submits a written proposal along with the beneficiary's dossier to the District-level Department of Labour - Invalids and Social Affairs.
- Step 4: Within 07 working days from the day of receiving the application and the proposal from the Chairman of the commune-level People's Committee, the District-level Department of Labour - Invalids and Social Affairs must appraise and submit it to the Chairman of the district-level People's Committee for decision making on monthly social allowances and monthly funding for care and nurturing. If the beneficiary does not meet the conditions for the allowance, the District-level Department of Labour - Invalids and Social Affairs must provide a written explanation stating the reasons.
Step 5: Within 03 working days from the day of receiving the submission from the District-level Department of Labour - Invalids and Social Affairs, the Chairman of the district-level People's Committee must review and decide on the monthly social allowances and monthly funding for care and nurturing for the beneficiary.

Based on Subsection 1 of Section 1, Part 2 of Decision 292/QD-LDTBXH of 2023, the method of implementation and the components and quantity of the dossier for implementing, adjusting, and terminating monthly social allowances and monthly care and nurturing funding are stipulated as follows:

Components and Quantity of the Dossier
* Components of the dossier include:
- For the dossier requesting monthly social allowances: The beneficiary's declaration (according to Forms 1a, 1b, 1c, 1d, 1e issued with Decree 20/2021/ND-CP).
- For the dossier requesting monthly funding for care and nurturing:
+ The family declaration with persons with disabilities (according to Form 2a issued with Decree 20/2021/ND-CP);+ Declaration of receiving care and nurturing for social protection beneficiaries (according to Form 2b issued with Decree 20/2021/ND-CP);+ Declaration of the beneficiary receiving care and nurturing in case the beneficiary does not receive a monthly social allowance (according to Form 03 issued with Decree 20/2021/ND-CP).
* Quantity: 01 set.
