Based on Subsection 12, Section B, Part II of the administrative procedures issued together with Decision 3384/QD-BCA-C07 in 2024 guiding the procedures for re-issuing a licence to transport dangerous goods concerning fire, explosion of class 1, class 2, class 3, class 4 and class 9 by road motor vehicles, inland waterways (excluding industrial explosives) at the provincial level are as follows:

- Step 1: Individuals and organizations prepare the dossier according to the provisions of the law.

- Step 2: Individuals and organizations submit the dossier to the Provincial/City Fire Prevention and Fighting Police Department under the provincial/municipal police.

- Step 3: The receiving officer checks the validity and completeness of the dossier (the documents in the dossier submitted to the police authority must be originals or authenticated copies or copies accompanied by the originals for direct submission or public postal services; electronic originals or authenticated electronic copies for online submission via the national public service portal or the Ministry of Public Security public service portal).

+ If the dossier is complete and valid, a Receipt for administrative procedures in fire prevention and fighting will be issued, one copy given to the applicant and one copy retained, or a receipt notice sent via email or phone message to the submitting organizations/individuals.

+ If the dossier is incomplete or invalid, it will be returned, and instructions will be given to complete the dossier with details recorded in the dossier supplementation guide form, one copy given to the applicant and one copy retained, or supplementation instructions sent via email or phone message to the submitting organizations/individuals.

- Step 4: Depending on the appointment date on the Receipt for administrative procedures in fire prevention and fighting or the notice via email or phone message, the individual or organization will go to the submission place to receive the results directly or via public postal services or receive electronic results on the public service account that submitted the dossier.

- Methods of implementation:

+ Directly: Submit the dossier directly at the One-Stop Section of the Provincial/City Fire Prevention and Fighting Police Department under the provincial/municipal police.

+ Public postal services: Submit the dossier via public postal services.

+ Online: Submit the dossier on the National Public Service Portal or the Ministry of Public Security Public Service Portal.

- Fees and charges: None.

- Administrative procedure agency: Provincial/City Fire Prevention and Fighting Police Department under the provincial/municipal police.

- Time limit for settlement:

+ In case of adjusting the information on the Transport Permit when there are changes related to the permit's content: 03 working days from the date of receipt of a complete and valid dossier.

+ In case the permit is lost or damaged: 02 working days from the date of receipt of a complete and valid dossier.

How are dangerous goods classified into classes and divisions?

Based on Article 4 Decree 34/2024/ND-CP, the classification of dangerous goods is regulated as follows:

Classification of dangerous goods

Depending on chemical and physical properties, dangerous goods are classified into the following 9 classes and divisions:

a) Class 1. Explosive substances and articles;

Division 1.1: Substances and articles with a mass explosion hazard.

Division 1.2: Substances and articles with a projection hazard but not a mass explosion hazard.

Division 1.3: Substances and articles with a fire hazard, a minor blast, or projection hazard, or both, but not a mass explosion hazard.

Division 1.4: Substances and articles with no significant hazard.

Division 1.5: Very insensitive substances with a mass explosion hazard.

Division 1.6: Extremely insensitive articles without a mass explosion hazard.

b) Class 2. Gases;

Division 2.1: Flammable gases.

Division 2.2: Non-flammable, non-toxic gases.

Division 2.3: Toxic gases.

c) Class 3. Flammable liquids and desensitized explosives;

d) Class 4;

Division 4.1: Flammable solids, self-reactive substances, and desensitized explosives.

Division 4.2: Substances liable to spontaneous combustion.

Division 4.3: Substances which, in contact with water, emit flammable gases.

đ) Class 5;

Division 5.1: Oxidizing substances.

Division 5.2: Organic peroxides.

e) Class 6;

Division 6.1: Toxic substances.

Division 6.2: Infectious substances.

g) Class 7: Radioactive substances;

h) Class 8: Corrosive substances;

i) Class 9: Miscellaneous dangerous substances and articles.

+ Documents proving the change in information related to the permit, original, electronic copy, or authenticated electronic copy, quantity: 01.

- In case the permit is lost or damaged:

+ An application for re-issuing the dangerous goods Transport Permit (stating the reason: lost or damaged), original, quantity: 01.
