District-level procedures for reissuance of licences to transport dangerous goods which is flammable and explosive of class 1, class 2, class 3, class 4 and class 9 in 2024

Based on Subsection 4, Section C, Part II of Administrative Procedures issued in line with Decision 3384/QD-BCA-C07 in 2024 providing guidance on district-level procedures for reissuance of licences to transport dangerous goods which is flammable and explosive of class 1, class 2, class 3, class 4 and class 9 using motor vehicles on roads and inland waterways (excluding industrial explosives) as follows:

- Step 1: Individuals or organizations prepare the dossier as required by law.

- Step 2: Individuals or organizations submit the dossier to the district police office under the provincial police department or centrally-governed city police department.

- Step 3: The receiving officer checks the validity and composition of the dossier (documents included in the dossier submitted to the police agency must be the original or a certified copy or a photocopy accompanied by the original for comparison in case of direct submission or via public postal service; the original or certified electronic copy in case of online submission via the national public service portal, Ministry of Public Security public service portal).

+ If the dossier is valid and complete, the officer will issue a Receipt Voucher for administrative procedures in fire prevention and fighting to the submitter (one copy for the submitter and one for the records) or send a receipt notification via email or text message to the submitting agency, organization, or individual;

+ If the dossier is incomplete or invalid, the officer will return it, guide the completion of the dossier, and record information in the Dossier Supplement Guidance Slip (one copy for the submitter and one for the records) or note the guidance content for notification via email or text message to the submitting agency, organization, or individual.

- Step 4: Based on the appointment date on the Receipt Voucher for administrative procedures in fire prevention and fighting or a notification via email or text message, individuals or organizations visit the submission place to receive the results directly, via public postal service, or receive electronic results on the public service account used for submission.

- Implementation Method:

+ Directly: Submit the dossier directly at the One-Stop Department under the district police office under the provincial police department or centrally-governed city police department.

+ Public postal service: Submit the dossier via public postal service.

+ Online: Submit the dossier at the National Public Service Portal, Ministry of Public Security Public Service Portal.

- Processing Time:

+ In case of adjusting information on the transport permit when there is a change related to the permit content: 03 working days from the date of receiving a complete and valid dossier;

+ In case the permit is lost or damaged: 02 working days from the date of receiving a complete and valid dossier.

What are the requirements for road vehicles carrying dangerous goods in Vietnam?

Based on Article 10 of Decree 34/2024/ND-CP stipulating requirements for vehicles carrying dangerous goods in Vietnam:

- The transport vehicle must meet the legal conditions for participating in traffic. Specialized equipment on dangerous goods transport vehicles must ensure national standards or national technical regulations or follow the regulations of the specialized management ministry.

- The transport vehicle for dangerous goods must have a dangerous goods emblem. If there are multiple types of dangerous goods on one vehicle, the vehicle must display the emblems of all those types of goods. The position of the emblems should be on both sides, front, and rear of the vehicle to ensure easy visibility and recognition.

- The transport vehicle for dangerous goods, after unloading all dangerous goods, if it does not continue to transport that type of goods, must be cleaned, and the hazardous emblems must be removed or obliterated. The transport unit and the vehicle operator are responsible for cleaning and removing or obliterating the hazardous emblems when not continuing to transport that type of dangerous goods.

Thus, the dangerous goods transport vehicle must meet these 03 conditions.

Application for reissuance of licences to transport dangerous goods of class 1, class 2, class 3, class 4 and class 9 at the District Level in Vietnam

Based on Subsection 4, Section C, Part II of Administrative Procedures issued in line with Decision 3384/QD-BCA-C07 in 2024 guiding the composition and quantity of applications as follows:

- In case of adjusting information on the transport permit when there is a change related to the permit content:

+ Application form for adjusting information on the dangerous goods transport permit according to the form stipulated in Appendix IVa of Decree 34/2024/ND-CP dated March 31, 2024, from the Government of Vietnam, original, quantity: 01.

+ Dossiers proving the changes in information related to the permit, original, electronic copy or certified electronic copy, quantity: 01.

- In case the permit is lost or damaged:

+ Application form for reissuing the dangerous goods transport permit (stating the reason: lost or damaged), original, quantity: 01.
