Current Procedure for Motor Vehicle Inspection

Based on Decision 305/QD-BGTVT of 2023 on the announcement of administrative procedures modified and supplemented within the inspection domain under the management authority of the Ministry of Transportation dated March 23, 2023.

The current procedure for motor vehicle inspection is carried out according to sub-item 1.1 Section 1 Part II Administrative Procedures issued together with Decision 305/QD-BGTVT of 2023. To be specific:

- Receives, checks, searches alerts, and compares documents with data in the Inspection Management Program (for cases of subsequent inspections immediately following the exemption from the first inspection, the inspection unit must additionally compare the actual vehicle technical specifications with the production, assembly, and importation data of the Vietnam Register).

If incomplete, guide the vehicle owner to complete them; if complete, register the inspection, conduct safety and environmental protection checks, and print the Inspection Certificate;

- If the motor vehicle meets the requirements, the inspection unit issues the Inspection Certificate and affixes the Inspection Sticker to the vehicle. For motor vehicles with only a Vehicle Registration Appointment, the unit issues a Vehicle Registration Appointment for the Inspection Certificate, and when the vehicle owner presents the vehicle registration documents, the inspection unit will photocopy them for retention in the Vehicle Record and the Inspection Record, and return the Inspection Certificate.

If the motor vehicle receives a failed inspection notification on the Vietnam Register's electronic portal, the inspection unit deletes the notification;

- If the motor vehicle has defective or damaged items during the inspection, the inspection unit prints and sends a Notice of Defective or Damaged Items to the vehicle owner for repair and correction.

If the inspection fails and the Inspection Certificate is not issued, the inspection unit must input the failed content into the Vehicle Not Meeting Standards warning section on the Vietnam Register's electronic portal.

(2) Inspection outside the inspection unit:

- The inspection unit reviews the vehicle owner's request, if it meets the regulated subjects and road test conditions within 03 working days from receiving the written request from the vehicle owner, the inspection unit will issue a written notice to the vehicle owner about the inspection time.

If road test conditions are not met, a written notification to the vehicle owner stating the reason is required.

- The vehicle owner brings the vehicle to the inspection location, the inspection unit will conduct the motor vehicle inspection according to the procedure and methods as regulated for inspections at the inspection unit. |

Based on sub-item 1.3 Section 1 Part II Administrative Procedures issued together with Decision 305/QD-BGTVT of 2023. The required documents for motor vehicle inspection are as follows:

Case 01: Inspection at the inspection unit

The vehicle owner must declare information and provide the following documents to create the Vehicle Record (except for the first inspection to issue the 15-day valid Inspection Certificate and Inspection Sticker):

- Present: Vehicle registration documents or Vehicle Registration Appointment;

- Copy of Quality Control Certificate for domestically manufactured and assembled motor vehicles (excluding liquidated motor vehicles);

- Original Certificate of Technical Safety and Environmental Protection for modified motor vehicles in the case of newly modified motor vehicles;

- Chassis and engine number rubbings for motor vehicles eligible for inspection exemption;

- Declare corresponding information as required in the Record Tracking Ticket;

- Information about the login name, password, and electronic management website address for journey monitoring equipment and cameras for motor vehicles required to install journey monitoring equipment and cameras;

- Declare transportation business activities on the Record Tracking Ticket as per the form.

Case 02: Inspection outside the inspection unit

- Written request in the prescribed form;

- Present: vehicle registration documents or Vehicle Registration Appointment;

- Submit original Certificate of Technical Safety and Environmental Protection for modified motor vehicles in the case of newly modified motor vehicles.

- Information about the login name, password, and electronic management website address for journey monitoring equipment and cameras for motor vehicles required to install journey monitoring equipment and cameras;

- Declare transportation business activities on the Record Tracking Ticket as per form.

How much does motor vehicle inspection cost?

Based on sub-item 1.8 Section 1 Part II Administrative Procedures issued together with Decision 305/QD-BGTVT of 2023. When conducting a motor vehicle inspection, the vehicle owner will incur the following costs:

- Certificate issuance fee: 40,000 VND/01 Inspection Certificate, except for cars with less than 10 seats (excluding ambulances): 90,000 VND/01 Inspection Certificate.

- Service fee for technical safety and environmental protection inspection for motor vehicles, machinery, and specialized equipment in operation; evaluation, and calibration of motor vehicle testing equipment according to Circular 238/2016/TT-BTC and Circular 55/2022/TT-BTC from the Minister of Finance.
