What are the procedures for admission as a member of Vietnam Journalists Association?
Pursuant to the provisions of Article 11 of the Charter of Vietnam Journalists Association attached to Decision No. 375/QD-TTg in 2023 as follows:
Procedures and authority to admit members
1. Individuals who meet the conditions and criteria specified in Article 8 of this Charter and wish to become a member, voluntarily write an application to join the Association together with a curriculum vitae certified by the agency where they work and send it to the branch at work unit.
2. The branch conducts a vote for admission of each person. The admitted person must have more than half of the valid votes out of the total number of members of the branch participating in voting.
3. The resolution on admission to members of the Journalists' Associations of the provinces and centrally-run cities, the Union of Journalists' Associations, and the Association of Journalists' Associations must be approved by the Standing Board of the Vietnam Journalists Association.
Referring to Article 8 of the Charter of Vietnam Journalists Association attached to Decision No. 375/QD-TTg in 2023 as follows:
Membership, terms and conditions of membership
Members of the Vietnam Journalists Association include: Journalists Associations of provinces and centrally run cities, established in accordance with the law, agreeing to the principles and purposes of the Vietnam Journalists Association, and voluntarily applying to join the Journalists Association. Vietnam, considered and admitted by the Vietnam Journalists Association (organizational member); Journalists according to this Charter are Vietnamese citizens who are engaged in press activities or related to press activities in accordance with the law, agree with the principles and purposes of the Association, voluntarily apply to join the Association, and comply with the Association's Charter and meet the following conditions and criteria can become an individual member of the Vietnam Journalists Association:
1. Satisfying 01 of the following conditions:
a) Participating in the information production process in press and news agencies (reporters, editors, directors, cinematographers, radio and television screenwriters, broadcasters; painters, technicians) staff, editorial staff);
b) Doing research, teaching journalism;
c) Officials of the agency directing and managing the press;
d) Full-time staff at the Vietnam Journalists Association and the Office of the Journalists Association of the provinces and centrally-run cities and the Union of Journalists.
The subjects specified in Clause 1 of this Article have worked at the above agencies for at least 2 years. Special cases shall be considered and decided by the Standing Committee of the Vietnam Journalists Association.
2. Standards
a) Having correct political views and stances, clear background;
b) Do not violate the Law on Press, Regulations on professional ethics, Rules on the use of social networks by Vietnamese journalists;
c) Education: College graduate or higher (unless the member has been admitted before this Charter is promulgated). In special cases, considered and decided by the Standing Committee of the Vietnam Journalists Association;
d) Fulfilling responsibilities and obligations of citizens and journalists.
Thus, the procedure for admission of members of the Journalists Association is as follows:
(1) Individuals who meet the conditions and criteria specified above and wish to become a member voluntarily write an application to join the Association together with a curriculum vitae certified by the workplace agency and send it to the branch at the work unit.
(2) The Chapter will conduct a vote for admission of each person.
When there are more than half valid votes out of the total number of members of the association participating in voting, the applicant will be admitted to the Journalists Association.
Note: The resolution on admission to members of the Journalists' Associations of provinces and centrally-run cities, the Union of Journalists' Associations, and of the Association of Journalists' Associations must be approved by the Standing Board of the Vietnam Journalists Association.

To become the President, how many votes must the Vice President of Vietnam Journalists Association have?
Pursuant to the provisions of Clause 1, Article 19 of the Charter of Vietnam Journalists Association, attached to Decision No. 375/QD-TTg in 2023, stipulating as follows:
Association President
1. The Association's President represents the Association before the law and is responsible to the competent authorities and the Executive Board for the Association's activities. The President of the Association is elected by the Executive Committee from among the members of the Standing Committee. The Executive Board elects, relieves and dismisses the President of the Association by secret ballot when the number of votes exceeds half of the total number of members of the Executive Committee participating in the election.
At the same time, according to the provisions of Clause 1, Article 20 of the Charter of the Vietnam Journalists Association attached to the Decision No. 375/QD-TTg in 2023 stipulating as follows:
Vice President of the Association
1. The Vice President of the Association is elected by the Executive Board from among the members of the Standing Committee. The Executive Board elects, relieves and dismisses the Vice President of the Association by secret ballot when the number of votes exceeds half of the total number of members of the Executive Committee participating in the election.
The Vice President is responsible to the President of the Association for the results of the performance of assigned tasks and tasks.
According to the above regulations, in order to become the President, the Vice President of the Vietnam Journalists Association must have enough secret ballots to vote more than half of the total number of members of the Executive Committee participating in the election.
What are the tasks of Vietnam Journalists Association?
Pursuant to the provisions of Article 6 of the Charter of Vietnam Journalists Association together with Decision No. 375/QD-TTg in 2023 stipulating as follows:
Tasks
1. Build a clean, strong, and effective Association organization in accordance with the law on press, the Association's Charter and other relevant laws.
2. Participate in supervising the observance of the law on the press; inspect and supervise the implementation of Regulations on professional ethics of Vietnamese journalists, Rules of using social networks by Vietnamese journalists.
3. Reflect, advise and propose to the Party, State and competent agencies in formulating and implementing development strategies, master plans, plans and policies for the press and journalists legal documents on the press.
4. Organize education and fostering of political ideology, professional ethics, professional expertise and association work for members.
5. Request agencies and organizations to protect the legitimate rights and interests of organizations and their members.
6. The Association shall coordinate with the agencies directing and managing the press and the governing bodies of the central and local press agencies in press activities in accordance with the law; coordinate with state management agencies in propagating and disseminating the law on the press.
7. ParticipatE in and coordinatE press activities with foreign organizations and international organizations related to the press in accordance with law; cooperate and participate in regional and international press organizations in accordance with Vietnamese laws and international practices.
8. Participate in the appraisal of press products and perform other tasks at the request of competent state agencies.
9. Commend and discipline the Association and its members in accordance with the law and the Association's Charter.
10. Organize production, business and service activities in accordance with law to serve the Association's activities.
11. Annually, the Vietnam Journalists Association reports on the Association's activities to the Ministry of Home Affairs and state management ministries and branches on the branches and fields in which the association operates in accordance with law.
Thus, the Vietnam Journalists Association has 11 tasks as above.
