Payment Mechanism for Housing Support for Poor and Near-Poor Households in Poor Districts

According to Article 75 of Circular 55/2023/TT-BTC, the payment mechanism for housing support for poor and near-poor households in poor districts is stipulated as follows:

Based on the list of households receiving housing support and specific support amounts approved by the competent authority; based on the completion confirmation minutes for newly constructed or repaired houses, and the confirmation minutes for putting newly constructed or repaired houses into use for poor and near-poor households as guided by the Ministry of Construction, the commune-level People's Committee will proceed with payments as follows:

- For households constructing new houses:

Initial support is 70% of the total support for new house construction upon completion of the foundation; the remaining 30% is disbursed after the household completes the new house construction project.

- For households repairing houses:

Initial support is 70% of the total support for house repairs after the household completes 30% of the workload; the remaining 30% is disbursed after the household completes the house repair project.

Based on subsection 5.1 Section 5 Chapter IV issued together with Decision 1023/QD-BXD in 2023, the procedures for supporting housing for poor and near-poor households in poor districts are as follows:

- At the hamlet and equivalent levels (abbreviated as hamlet level):

+ Officials assigned to poverty reduction tasks at the commune level shall coordinate with the Hamlet Head to organize meetings to disseminate the housing support policy for poor and near-poor households according to Decision 90/QD-TTg in 2022 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 and Circular 01/2022/TT-BXD of the Ministry of Construction guiding the housing support for poor and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 to households; and prepare a list of poor, near-poor households needing support for new construction or house repairs.

+ Based on the list of poor, near-poor households needing support for new construction or house repairs, organize reviews and propose a list of poor, near-poor households eligible for housing support (according to the form in Appendix I attached to Circular 01/2022/TT-BXD) to be sent to the commune-level People's Committee for consideration and review. The meeting includes the commune-level Poor Household Review Committee, officials assigned to poverty reduction tasks at the commune level, Hamlet Head (meeting chair), Hamlet Party Committee Secretary, Women's Union, Farmers' Association, Veterans' Association, Ho Chi Minh Communist Youth Union, and representatives of poor, near-poor households in the hamlet; invite the local Vietnam Fatherland Front Committee to supervise.

+ Households included in the proposed support list must be agreed upon by more than 50% of those attending the meeting (by hand vote or secret ballot).

- At the commune level:

+ Officials assigned to poverty reduction tasks at the commune level shall coordinate with the Hamlet Head to organize meetings to disseminate the housing support policy for poor and near-poor households according to Decision 90/QD-TTg of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 and Circular 01/2022/TT-BXD of the Ministry of Construction guiding the housing support for poor and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 to households; and prepare a list of poor, near-poor households needing support for new construction or house repairs.

+ Based on the list of poor, near-poor households needing support for new construction or house repairs, organize reviews and propose a list of poor, near-poor households eligible for housing support (according to the form in Appendix I attached to Circular 01/2022/TT-BXD) to be sent to the commune-level People's Committee for consideration and review.

Maximum Central Budget Support for Housing for Poor and Near-Poor Households in Poor Districts

According to Article 74 of Circular 55/2023/TT-BTC, it is stipulated as follows:

Support Amount and Conditions

1. Based on the local socio-economic development conditions, the local budget balancing capability, the provincial People's Council decides the housing support level for poor and near-poor households in poor districts from the state budget. The central budget provides local support up to 40,000,000 VND/household for new housing and 20,000,000 VND/household for housing repairs according to Clause 1, Article 9 of Decision No. 02/2022/QD-TTg.

2. The conditions for housing support for poor and near-poor households in poor districts are implemented according to the guidance of the Ministry of Construction.

According to the above regulations, poor and near-poor households in poor districts are provided with central budget support up to 40,000,000 VND/household for new housing and 20,000,000 VND/household for housing repairs.
