Based on sub-item 7.3, Section 7 Administrative Procedures promulgated with Decision 507/QD-BNV of 2023 stipulating the evaluation and quality classification dossier of officials as follows:
7.3. Components and quantity of the dossier
- Dossier components:
+ Officials make a self-assessment report, receive the classification of work results according to the responsibilities and tasks assigned according to Form No. 01 of the Appendix issued with Decree No. 90/2020/ND-CP dated August 13, 2020, by the Government of Vietnam on evaluating and classifying the quality of officials and public employees.
+ Civil servants make a self-assessment report, receive the classification of work results according to the responsibilities and tasks assigned according to Form No. 02 of the Appendix issued with Decree No. 90/2020/ND-CP dated August 13, 2020, by the Government of Vietnam on evaluating and classifying the quality of officials and public employees.
+ Public employees make a self-assessment report on the work results according to the tasks assigned according to Form No. 03 of the Appendix issued with Decree No. 90/2020/ND-CP dated August 13, 2020, by the Government of Vietnam on evaluating and classifying the quality of officials and public employees.
- Quantity of dossier: 01 set.

How are the Procedures for Evaluating and Classifying Quality of Officials who are Heads of Agencies, Organizations, and Units in 2023 Implemented?
Based on Section 7 Administrative Procedures promulgated with Decision 507/QD-BNV of 2023 stipulating the procedures for evaluating and classifying the quality of officials who are heads of agencies, organizations, and units in 2023 as follows:
Step 1: Civil servants make a self-assessment report, receive the classification of work results according to the responsibilities and tasks assigned according to Form No. 02 of the Appendix issued with Decree 90/2020/ND-CP.
Step 2: Review and evaluate officials
- Organize a meeting at the agency, organization, or unit where the official works to review and evaluate the official.- The participants in the meeting include all officials of the agency, organization, or unit.- In case the agency, organization, or unit has constituent units, the participants include the collective leadership of the agency, organization, or unit, representatives of the party committee, trade union, youth union at the same level, and heads of the constituent units; for large-scale agencies, organizations, or units, the heads of the constituent units may give their opinions in writing.- Civil servants present their self-assessment work results at the meeting, and the attendees provide feedback, which must be recorded in the minutes and approved at the meeting.
Step 3: Collect feedback and evaluation from the party committee of the agency, organization, or unit where the official works.
Step 4: Review and decide on the evaluation and classification of the official’s quality
- The competent authority’s personnel advisory agency consolidates the feedback as stipulated in points b and c, clause 1, Article 18 Decree 90/2020/ND-CP- The authority with jurisdiction decides on the evaluation and classification of the official’s quality.
Step 5: The competent authority notifies the official in writing and publicly announces the evaluation and classification results; the method of public disclosure within the agency, organization, or unit where the official works is decided, prioritizing electronic disclosure.
How are the Procedures for Evaluating and Classifying Quality of Officials who are Deputies of Heads and Officials under the Management of Heads Implemented?
Based on Section 7 Administrative Procedures promulgated with Decision 507/QD-BNV of 2023 stipulating the procedures for evaluating and classifying the quality of officials who are deputies of heads and officials under the management of heads as follows:
Step 1: Civil servants self-evaluate and classify quality
Civil servants make a self-assessment report on work results according to the tasks assigned as per Form No. 02 of the Appendix issued with Decree 90/2020/ND-CP
Step 2: Review and evaluate officials
- Organize a meeting at the agency, organization, or unit where the official works to review and evaluate the official.- Participants in the meeting include all officials of the agency, organization, or unit, or all officials of the constituent unit where the official works in case the agency, organization, or unit has constituent units.- In case the official is a deputy of the head of the agency, organization, or unit with constituent units, the participants include the collective leadership of the agency, organization, or unit, representatives of the party committee, trade union, and youth union at the same level, and heads of the constituent units; for large-scale agencies, organizations, or units, the heads of constituent units may give their opinions in writing.- Civil servants present their self-assessment work results at the meeting, and the attendees provide feedback, which must be recorded in the minutes and approved at the meeting.

Step 4: Review and decide on the evaluation and classification of the official’s quality
- For officials who are deputies of heads, the heads of agencies, organizations, or units base their evaluation on the feedback as defined in points b and c, clause 2, Article 18 Decree 90/2020/ND-CP- For officials under the management of heads, the heads of agencies, organizations, or units base their evaluation on the meeting feedback as defined in point b, clause 2, Article 18 Decree 90/2020/ND-CP to decide on the evaluation content and classification level.- The competent authority informs the official in writing and publicly announces within the agency, organization, or unit where the official works about the evaluation and classification results; the method of public disclosure within the agency, organization, or unit where the official works is decided, prioritizing electronic disclosure.
