How to Register for Initial Military Service in 2023?
Based on Section 1, Part 2 of the amended administrative procedures in the area of military service under the management function of the Ministry of National Defense issued together with Decision No. 4089/QD-BQP in 2023, the specific content for the initial military service registration procedure is as follows:
Procedure:
Step 1: Within 10 days prior to the military service registration date, the Commune-level Military Command Board is responsible for delivering the Military Service Registration Order to citizens.
If the organization does not have a Military Command Board, the head or legal representative of the organization is responsible for delivering the Military Service Registration Order to the citizens.
Step 2: After receiving the Military Service Registration Order from the Chief Commander of the district, town, district-level town, provincial city and equivalent administrative unit Military Command Board (hereinafter referred to as district-level Command Board Chief), citizens are responsible for directly registering for military service at the Commune-level Military Command Board, agency, or organization (collectively referred to as Commune-level Military Command Board).
Step 3: Within one working day, the Commune-level Military Command Board is responsible for verifying the original identity card, citizen identification card, or birth certificate; guiding citizens to fill out the Military Service Health Declaration Form, registering the necessary information of the citizens into the List of 17-year-old Male Citizens, the Military Service Register and issuing the Military Service Registration Certificate to the citizens immediately after registration.
Method of Implementation:
The individual carrying out the procedure directly comes to the Commune-level Military Command Board to register for military service.

Based on Section 2, Part 2 of the amended administrative procedures in the area of military service under the management function of the Ministry of National Defense issued together with Decision No. 4089/QD-BQP in 2023 specifying the procedure for transferring military service registration when changing residence or workplace/school as follows:
Procedure:
Step 1: Citizens who have registered for military service, upon changing their residence or workplace/school, must directly go to the Commune-level Military Command Board to carry out the transfer procedure.
If the organization does not have a Military Command Board, the head or legal representative of the organization is responsible for organizing the transfer procedure for the citizens at their residence.
Step 2: Within one working day, the Commune-level Military Command Board is responsible for handling the transfer procedure and issuing a Military Service Transfer Introduction Document or a Reserve Military Personnel Transfer Introduction Document; removing from the List of Citizens Ready for Enlistment or the Reserve Military Personnel Register.
Method of Implementation: The individual carrying out the procedure directly comes to the Commune-level Military Command Board to register the transfer.
Dossier Components:
- Photocopy of the Military Service Registration Certificate or the Reserve Military Personnel Registration Certificate (bring the original for comparison);
- A photocopy of one of the following documents: citizen identification card, identity card, confirmation of residence information, personal identification and citizen information notice from the National Population Database, or decision from the head of the agency/organization about the new workplace/school (bring original for comparison).
- If the agency or person with authority assigned the responsibility to receive, resolve administrative procedures, provide public services, and extract information about the citizen’s residence from the National Population Database, there is no need to submit a photocopy of the citizen identification card, identity card, confirmation of residence information, personal identification and citizen information notice from the National Population Database (bring original for comparison).
