Based on Part 2 of Administrative Procedures issued with Decision 922/QD-BGDDT in 2023, the procedures for sending individuals to study abroad are as follows:
(1) Applicants not currently employed by any organization, going abroad via state budget scholarships managed by the Ministry of Education and Training:
- Step 1: Receive the application;- Step 2: Review the application, request corrections or additions (if any);- Step 3: Issue a Decision to send the applicant and grant the scholarship for studying abroad;- Step 4: Return the Decision to the student.
(2) Applicants currently employed in agencies, units, localities, going abroad via state budget scholarships managed by the Ministry of Education and Training:
- Step 1: Receive the application;- Step 2: Review the application, request corrections or additions (if any);- Step 3: Issue a notification letter for studying abroad;- Step 4: Issue a Decision to send the applicant and grant the scholarship for studying abroad after receiving approval from the direct managing agency to send the applicant;- Step 5: Return the Decision to the student.
(3) Applicants employed in agencies, units, localities, going abroad on scholarships sponsored by foreign entities:
- Step 1: Receive the application;- Step 2: Review the application, request corrections or additions (if any);- Step 3: Send a notice of the selection results to the applicant and the applicant's direct managing agency for processing procedures to study abroad.

1.3.1. Application components include:
In addition to the submitted application for selection, the application for studying abroad must include the following documents:
a) A valid translation of the official acceptance letter from the foreign educational institution, containing full information about the level of study, field of study, duration of study, start date, tuition fees, health insurance, and other mandatory fees related to the course; and a notice of scholarship or financial support granted by the foreign educational institution or foreign organization/government (if any) - 02 copies.
b) A letter of acceptance from the foreign party permitting study under the Agreement (for applicants awarded Agreement scholarships) - 01 copy.
c) A valid copy of an English, French, or other foreign language proficiency certificate meeting the score (or level) requirements of the Ministry of Education and Training and the foreign educational institution - 01 copy.
d) A medical examination certificate (with a validity of 06 months from the date of issuance) from an authorized medical facility confirming eligibility for studying abroad, accompanied by test results for non-infection with HIV, hepatitis B, tuberculosis, or other infectious diseases (as required by the destination country or sponsor); pregnancy test results (for female applicants) - 01 copy.
e) A commitment to fulfill the responsibilities of the international student (according to Form No. 01, 02, Appendix III issued with Circular No. 18/2022/TT-BGDDT dated December 15, 2022, by the Minister of Education and Training amending and supplementing certain provisions of the Regulations on overseas study recruitment issued with Circular No. 06/2016/TT-BGDDT dated March 21, 2016, by the Minister of Education and Training) - 01 copy.
f) Other documents as required by each scholarship program (if any) - 01 copy.

How long does it take to process the application for studying abroad?
According to Part 2 of Administrative Procedures issued with Decision 922/QD-BGDDT in 2023, the processing time for applications to study abroad is as follows:
The maximum processing time for the procedure to send individuals to study abroad is 30 working days from the date of receipt of the foreign party's scholarship grant results (if any) and the receipt of all valid documents. The time taken for correction, supplementation, and completion of the application is not included in the processing time.
