Procedure for Issuing Identity Cards for Persons Under 14 Years Old from July 1, 2024
Who is eligible for an ID card from July 1, 2024?
According to the provisions of Article 19 of the 2023 Identity Law, it is clearly stated as follows:
Persons eligible for identity cards
1. Persons eligible for identity cards are Vietnamese citizens.
2. Vietnamese citizens aged 14 years or older must perform the procedure to obtain an identity card.
3. Vietnamese citizens under 14 years old may obtain an identity card as per their needs.
The subjects eligible for an identity card from July 1, 2024, are as follows:
- Vietnamese citizens aged 14 years or older- Vietnamese citizens under 14 years old may obtain an identity card as per their needs.
What are the steps for issuing an ID card for individuals aged 14 years or older from July 1, 2024?
According to the provisions of Clause 1, Article 23 of the 2023 Identity Law, the procedure for issuing an identity card for individuals aged 14 years or older from July 1, 2024, is clearly stated as follows:
Step 1: The recipient verifies and cross-checks the information of the person requesting the identity card with the National Population Database, national databases, and specialized databases to accurately identify the person requesting the identity card;
If the information of the person requesting the identity card is not available in the National Population Database, procedures for updating and adjusting the information must be carried out in accordance with Clauses 1, 2, and 3 of Article 10 of the 2023 Identity Law.
Step 2: The recipient collects identification and biometric information, including facial photographs, fingerprints, and iris scans of the person requesting the identity card.
Step 3: The person requesting the identity card reviews and signs the identity information collection form;
Step 4: The recipient issues an appointment receipt for the identity card;
Step 5: The recipient issues an appointment receipt for the identity card;
Step 6: The identity card is delivered to the location stated in the appointment receipt; if the person requesting the identity card requires delivery to another location, the identity management authority will deliver the card to the requested location, and the person must pay the delivery service fee.
Note: In cases where individuals lack legal capacity or have difficulty in understanding and controlling their behavior, a legal representative must assist with the procedures.
If the request for an identity card is denied, the identity management authority must respond in writing and specify the reasons.
Procedure for issuing ID cards to individuals under 14 years old from July 1, 2024
How is the procedure for issuing an ID card to individuals under 14 years old conducted?
According to the provisions of Clause 2, Article 23 of the 2023 Identity Law, it is clearly stated as follows:
Procedure for issuing identity cards

2. Individuals under 14 years old or their legal representatives may request the identity management authority to issue an identity card. The procedure for issuing an identity card to individuals under 14 years old is as follows:
a) The legal representative performs the procedure for issuing an identity card for individuals under 06 years old through the public service portal or the national identification application. If the individual under 06 years old has not registered their birth, the legal representative completes the procedure for issuing an identity card through integrated procedures with birth registration on the public service portal, national identification application, or directly at the identity management authority. The identity management authority does not collect identification and biometric information for individuals under 06 years old;
b) Individuals aged 06 to below 14 years together with their legal representatives go to the identity management authority to collect identification and biometric information as stipulated in Point b, Clause 1 of this Article.
The legal representative of individuals aged 06 to below 14 years performs the procedure for issuing an identity card on behalf of the individual.
Accordingly, the procedure for issuing an identity card to individuals under 14 years old is conducted as follows:
Individuals under 14 years old or their legal representatives may request the identity management authority to issue an identity card.
For individuals under 06 years old
- The legal representative performs the procedure for issuing an identity card for individuals under 06 years old through the public service portal or the national identification application.
If the individual under 06 years old has not registered their birth, the legal representative completes the procedure for issuing an identity card through integrated procedures with birth registration on the public service portal, national identification application, or directly at the identity management authority.
The identity management authority does not collect identification and biometric information for individuals under 06 years old;
For individuals aged 06 to below 14 years old
- Individuals aged 06 to below 14 years together with their legal representatives go to the identity management authority to collect identification and biometric information.
- The recipient collects identification and biometric information, including facial photographs, fingerprints, and iris scans of the person requesting the identity card.
- The legal representative of individuals aged 06 to below 14 years performs the procedure for issuing an identity card on behalf of the individual.
The 2023 Identity Law will take effect on July 1, 2024, except for Clause 3, Article 46 of the 2023 Identity Law.
