In what cases is the vocational education accreditor card in Vietnam re-issued?
Pursuant to the provisions of Clause 1, Article 19 of Decree No. 49/2018/ND-CP, the accreditor card shall be reissued in the following cases:
- It is expired;
- It is damaged or lost.
Besides, according to the provisions of Clause 2, Article 19 of Decree No. 49/2018/ND-CP, the expired accreditor card shall not be reissued in the following cases:
- After 03 months from the date of expiry, the accreditor fails to apply for reissuance;
- During the validity period of the accreditor card, the accreditor does not engage in vocational education and training accreditation.

Pursuant to Clause 3, Article 19 of Decree No. 49/2018/ND-CP (amended and supplemented by Clause 6, Article 1 of Decree No. 4/2023/ND-CP) stipulating procedures for re-issuance of vocational education accreditor cards as follows:
- The individual who wishes to apply for re-issuance of an accreditor card shall submit an application, including prescribed documents, to the Directorate of Vocational Education and Training directly at the single-window section or by post or online through the National public service portal or the public service portal of the Ministry of Labour, War Invalids and Social Affairs of Vietnam. Such application includes:
+ The application form (using Form No. 05 in Appendix I enclosed herewith);
+ 04 color photos of 2 cm x 3 cm size, taken within the last 6 months before the date of application, with white background, eyes looking at the camera, bare head, wearing casual costume, and without bearing color glasses;
+ A declaration of engagement in vocational education and training accreditation activities during the validity period of his/her accreditor card and copies of contracts signed with the accreditation organization for carrying out external assessment (if any);
+ The issued accreditor card which has been damaged or has expired.

Pursuant to Article 17 of Decree No. 49/2018/ND-CP stipulating as follows:
Validity period of accreditor cards
1. The accreditor card that is first issued or reissued due to its expiry shall be valid for 5 years from the date of issuance.
2. In case the accreditor card is reissued due to damage or loss, its validity period is the remaining one of the issued card.

Power to issue, reissue and revoke accreditor cards
The General Director of Vocational Education shall issue, reissue and revoke accreditor cards.
Thus, the power to reissue accreditor cards belongs to the General Director of Vocational Education.
What are the tasks and entitlements of vocational education accreditor?
Pursuant to Article 14 of Decree No. 49/2018/ND-CP and Article 15 of Decree No. 49/2018/ND-CP stipulating the tasks and entitlements of vocational education accreditors as follows:
Tasks of accreditors
An accreditor shall:
- preserve his/her accreditor card; not allow another person to use one’s accreditor card or using another’s accreditor card; only use the accreditor card for vocational education and training accreditation.
- comply with regulations of the Ministry of Labor, War Invalids and Social Affairs applied to members of the peer assessment team.
- provide personal information for the Directorate of Vocational Education and Training upon request or in case of any change.
- perform other tasks prescribed by law.
Entitlements of accreditation organizations
- The accreditor is entitled to sign contracts with the accreditation organization.
- During the accreditor's participation in the peer assessment team, he/she is entitled to:
+ be independent of his qualifications;
+ request vocational education and training institutions or vocational education and training service providers undergoing peer assessment to provide relevant information and documents in an adequate and timely manner;
+ record his/her personal opinion;
+ inform the accreditation organization and the Directorate of Vocational Education and Training if considering that it is incapable of carrying out a peer assessment of vocational education and training institutions and training programs.
