Procedures for Reissuance of Vehicle Inspector Certificates

Based on the provisions of Article 16 Decree 139/2018/ND-CP (amended by Clause 15 Article 1 of Decree 30/2023/ND-CP, with specific terms replaced by Clause 2 Article 2 Decree 30/2023/ND-CP) regulating the procedures for reissuance of vehicle inspector certificates as follows:

Step 1: Within 30 days before the vehicle inspector's certificate expires, the inspection unit or the vehicle inspector submits a request for reissuance of the certificate (including a 4 cm x 6 cm color photo, passport style, taken within the last 6 months) to the Vietnam Register.

Step 2: Within 5 working days from the receipt of the request, the Vietnam Register notifies the schedule for evaluation, including the time and location, to the inspection unit. The evaluation must be conducted within 5 working days from the notification date.

Within 3 working days from the evaluation date, if the evaluation meets the requirements, the inspector certificate will be issued; if not, the reasons for not meeting the requirements will be recorded in the evaluation report. The inspection unit or the vehicle inspector has the right to request a reevaluation by the Vietnam Register after 1 month from the date of the failed evaluation.

In case the vehicle inspector certificate is lost or damaged

Step 1: The vehicle inspector submits a request for reissuance of the certificate to the Vietnam Register.

Step 2: Based on the archived records, the Vietnam Register will reissue the vehicle inspector certificate within 5 working days from the receipt of the request, noting that the reissued certificate and the old lost or damaged certificate are nullified.

The reissued vehicle inspector certificate will have a validity period not exceeding that of the old certificate.

Based on the provisions of Article 15 Decree 139/2018/ND-CP (amended by Clause 2 Article 2 Decree 30/2023/ND-CP and point b Clause 14 Article 1 Decree 30/2023/ND-CP) as follows:

2. Order and methods of execution

a) Organizations and individuals complete the dossier as prescribed in Clause 1 of this Article and submit it to the Vietnam Register. For vehicle inspector category, the dossier must be submitted within 12 months from the completion date of the vehicle inspection practice;

b) The Vietnam Register receives and checks the dossier components; within 3 working days from the receipt of the dossier, if meeting the requirements, notifies the organization or individual requesting the issuance of the inspector certificate about the evaluation schedule on the inspection line and evaluating the grasp of standards, regulations, and requirements; if not meeting the requirements, a written reply with clear reasons must be provided;

c) The Vietnam Register conducts the evaluation of the inspector, recording the evaluation results in the Inspector Evaluation Report as per the form specified in Annex IV issued with this Decree; if the evaluation meets the requirements, the vehicle inspector certificate will be issued within 5 working days from the evaluation date. In case of failing the evaluation, the organization or individual has the right to request a reevaluation by the Vietnam Register after 1 month from the evaluation date;

d) The reception of the dossiers and the return of results can be done directly at the Vietnam Register or via postal service or in an online manner. The dossier components must comply with the provisions at Clause 1 of this Article for each form of reception.

3. Vehicle inspector certificates are valid for 36 months from the issuance date and follow the form specified in Annex V issued with this Decree.

According to the above provisions, vehicle inspector certificates are valid for 36 months from the issuance date.
