- 02 recent photos, size 4cm x 6cm, white background, straight face, bare head, without colored glasses (01 photo glued to the declaration, 01 photo as attachment).
- A photocopy of the permanent residence card enclosed with the original for comparison for the person who has been granted a permanent residence card.
- A written report on the time of temporary residence in Vietnam, certified by the police of the commune, ward or township where the stateless person temporarily resides, for the person who has not yet been granted a permanent residence permit.
In case of online submission, the application components must be authenticated electronically according to regulations, in case the dossier has not been authenticated electronically, the dossier must be sent to the receiving agency through the public postal service.

- In person: submit the application directly at the headquarters of the Immigration Department.
- Online: submit your application online through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
- Postal service: submit additional documents through the public postal service according to the announcement of the Immigration Department on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).

Pursuant to subsection 10, Section A, Part II, Administrative procedures promulgated together with Decision 6968/QD-BCA in 2022, guiding the procedures for granting entry and exit permits to stateless people residing in Vietnam as follows:
Step 1: Prepare documents according to the provisions of law.
Step 2: Submit the application at office hours on weekdays at one of the two headquarters of the Immigration Department - Ministry of Public Security:
- At 44-46 Tran Phu street, Ba Dinh district, Hanoi city.
- At 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.
Or submit an application online through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send additional documents via the public postal service according to the announcement of the Immigration Department on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
- The receiver shall check the legality and content of dossiers:
- If the application is complete and valid, the application shall be received, printed and issued an appointment to return the result to the applicant for the entry and exit permit; request to pay fees to toll collectors, toll collectors, hand over receipts to immigration permit applicants or notify them on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for immigration permit applicants to pay online and receive electronic receipts.

Time to receive dossiers: From Monday to Saturday morning every week (except public holidays).
Step 3: Return the result:
- The person who comes to receive the results will directly receive the results at the Immigration Department. When you come to receive results, bring an appointment letter to return results, identification documents for checking and comparison. In case of request to receive results via postal service, follow the instructions of the postal service provider.
- In case of disapproval of the entry and exit permit, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
- Time to return results: From Monday to Friday every week (except public holidays).
