On March 28, 2024, the Ministry of Culture, Sports, and Tourism issued Decision 775/QD-BVHTTDL 2024 announcing the amended and supplemented administrative procedures in the field of Sports under the management scope of the Ministry of Culture, Sports, and Tourism.

According to Section 25 Part II of Decision 775/QD-BVHTTDL 2024, the procedures for issuing a certificate of eligibility for sports business activities for the sport of Patin are carried out as follows:

- The enterprise submits the application via postal service, electronically, or directly to a specialized sports agency under the Provincial People's Committee where the business location is registered or where the enterprise's headquarters is located in case the enterprise has multiple business locations for sports activities.- The specialized sports agency under the Provincial People’s Committee (hereinafter referred to as the issuing agency) issues a receipt for the application to the enterprise.- In case the application needs amendments or supplements, the issuing agency will notify directly or in writing the contents that need to be amended or supplemented to the enterprise within 03 working days from the date of receiving the application.

(1) Infrastructure

- Indoor practice and competition for the sport of Patin must meet the following requirements:+ The area of the rink must be at least 300m²;+ The rink surface must be flat, the slopes and obstacle courses must be smooth and non-slippery; for slopes, obstacle courses, and edges, they must be properly treated with specialized design techniques and equipped with safety gear to ensure no danger to practitioners;+ Distance from floor to ceiling: For flat rinks, the minimum distance from the rink to the ceiling is 3.5m. For rinks with slopes and obstacle courses, the minimum distance from the highest point of the slopes or obstacles to the ceiling is 04m;+ The practice space must be ventilated with light levels of at least 150 lux;+ There must be restrooms, changing rooms, and storage for personal items of practitioners; a first aid kit as per the Ministry of Health regulations;+ A notice board with the following main contents must be displayed: practice hours, non-participation training subjects, attire, equipment for practice, and safety measures during practice.

- Outdoor practice and competition for the sport of Patin must comply with the following regulations:+ The area of the rink must be at least 300m²;+ The rink surface must be flat, the slopes and obstacle courses must be smooth and non-slippery; for slopes, obstacle courses, and edges, they must be properly treated with specialized design techniques and equipped with safety gear to ensure no danger to practitioners;+ The practice space must be ventilated with light levels of at least 150 lux;+ There must be restrooms, changing rooms, and storage for personal items of practitioners; a first aid kit as per the Ministry of Health regulations;+ A notice board with the following main contents must be displayed: practice hours, non-participation training subjects, attire, equipment for practice, and safety measures during practice.

(2) Equipment

- Training and performance equipment:+ Elbow pads;+ Knee pads;+ Helmet;+ Skating shoes must meet the following requirements:++ The skate body must be firm, fit well, not loose, not tilted over 45°, must have a firm lock, and the inner lining must be soft and ventilated;++ Rubber wheels with elasticity, 02 bearings per wheel with a spacer in between, no axle type used;++ The skate frame and mounting (Frames): Made of aluminum alloy (Alu) with hardness over 5000, not less than 01 mm thick or plastic not less than 02 mm thick.

- Competition equipment for the sport of Patin must comply with the current Patin competition rules.

(3) Training guidance density

- The practice density on the rink must ensure at least 05m²/person.- Each instructor shall guide no more than 20 people per training session.

(4) Professional staff: There must be a team of qualified staff and specialists consistent with the nature of the activity.
