Pursuant to the provisions of Clause Article 34 of Circular 142/2020/TT-BQP stipulating as follows:

Issuance, renewal, reissuance and revocation of certificates of vocational skills in Vietnam

2. Certificates of vocational skills are issued and renewed when the information on the certificate is incorrect or damaged or torn; reissued in case of loss:
a) The applicant for the renewal or re-grant of a certificate of vocational skills shall make an application and send it to the head of the agency or unit directly managing it. The heads of the directly managing agencies or units shall make a list and send it to the competent authorities specified in Article 33 of this Circular for granting or re-granting certificates of vocational skills;
b) Within 07 (seven) working days from the date of receipt of the list of the head of the agency, unit applying for renewal or reissuance, the competent authority specified in Article 33 of this Circular is responsible for examining, comparing and granting and re-granting certificates of vocational skills.

According to the above regulations, the procedures for issuance and renewal of certificates of vocational skills to national defense workers are as follows:

- The applicant for the replacement of the certificate of vocational skills is responsible for making an application and sending it to the head of the agency or unit directly managed by the superior;

- The head of the agency or unit directly managed to make a list and send it to the competent authority to issue certificates of vocational skills, including:

2. The General Department of Defense Industry shall issue certificates of vocational skills to national defense workers under the authority of civil industries and professions and specialized lines and occupations under the management of the General Department of Defense Industry.
3. Military zones, corps and equivalent grant certificates of low-level vocational skills to national defense workers of the units under their control.
4. Technical majors grant certificates of high-level vocational skills to national defense workers in specific industries and occupations of technical majors in the whole army, and certificates of low-level vocational skills for other industries and occupations for national defense workers of the units under their control.

Thus, the competence to issue practice certificates is prescribed as follows:

- Certificate of advanced vocational skills for national defense workers in civil industries and occupations: issued by the General Department of Technology
