Pursuant to Clause 8, Article 38 of the 2022 Law on Cinematography in Vietnam stipulating as follows:

8. The Ministry of Culture, Sports, and Tourism of Vietnam shall revoke licenses in the following cases:
a) Violations of regulations prescribed in Article 9 of this Law during the organization of film festivals, specialized or thematic film festivals, film awards, film competitions, film programs, and film weeks;
b) Information in the application for the License is forged;
c) Failure to comply with the contents of the License.
According to the above regulations, the Ministry of Culture, Sports and Tourism shall revoke licenses decided to revoke licenses to organize film festivals, specialized or thematic film festivals, film awards, and film competitions in Vietnam in the above 3 cases.

Pursuant to the provisions of subsection 3, section 2, part 2, administrative procedures promulgated together with Decision No. 261/QD-BVHTTDL in 2023, the composition of application for issuance of licenses to organize film festivals, specialized or thematic film festivals, film awards, and film competitions in Vietnam include:
- A written request for a license to organize film festivals, specialized or thematic film festivals, film awards, and film competitions in Vietnam, using the form prescribed by the Minister of Culture, Sports and Tourism;
- The scheme clearly states the purpose, meaning and criteria, contents, organizational structure, funding, assignment of tasks and organization of implementation;
- The charter clearly states the participants, the prize structure and the composition of the jury.
Note: Number of records: 01 (set).
Submit 01 set of documents through the National Public Service Portal or by post or directly to the Ministry of Culture, Sports and Tourism.

What are the procedures for issuance of a license to organize film festivals, specialized or thematic film festivals, film awards, and film competitions in Vietnam?
Pursuant to the provisions of subsection 3, section 2, part 2, Administrative procedures promulgated together with Decision No. 261/QD-BVHTTDL in 2023 stipulating the procedures for issuance of a license to organize film festivals, specialized or thematic film festivals, film awards, and film competitions in Vietnam as follows:
Step 1: International organizations, foreign organizations, diplomatic missions and foreign cultural establishments shall submit 01 application for a license via the National Public Service Portal or by post or in person to the Ministry of Culture, Sports and Tourism.
Step 2: Within 15 days from the date of receipt of complete and valid dossiers, the Ministry of Culture, Sports and Tourism shall issue licenses.
- In case of refusal to issue licenses, a written reply must be given clearly stating the reason.
- In case the dossier must be adjusted or supplemented with information at the request of the Ministry of Culture, Sports and Tourism, within 10 days from the date of receipt of the application with adjusted content or complete information, the Ministry of Culture, Sports and Tourism shall issue licenses.
- In case of changes to the content specified at Point a, Clause 5, Article 38 of the 2022 Law on Cinematography in Vietnam, after being granted a license, the agency or organization must make an application for re-issuance of the license as prescribed in Clauses 5 and 6 Article 38 of the 2022 Law on Cinematography in Vietnam.
Within 05 working days from the date of receipt of complete and valid dossiers, the Ministry of Culture, Sports and Tourism shall issue licenses.
