Circular 95/2023/TT-BQP Regulating the Renovation of Motor Vehicles and Special Purpose Vehicles under the Management of the Ministry of National Defense
On November 29, 2023, the Minister of National Defense issued Circular 95/2023/TT-BQP, regulating the renovation of motor vehicles and special purpose vehicles under the management of the Ministry of National Defense.
Circular 95/2023/TT-BQP provides regulations on the renovation of motor vehicles and special purpose vehicles under the management of the Ministry of National Defense.
Circular 95/2023/TT-BQP applies to agencies, units, and organizations related to the renovation of motor vehicles and special purpose vehicles under the management of the Ministry of National Defense.
The content of the renovation of motor vehicles and special purpose vehicles under the management of the Ministry of National Defense includes the following:
(1) Content for the renovation of motor vehicles:
- Changing the usage features of motor vehicles:
+ Renovating cars and transport vehicles into special purpose vehicles, or converting one type of special purpose vehicle into another type;
+ Renovating special purpose vehicles into transport vehicles or cars;
+ Renovating trailers or semi-trailers into special purpose trailers or semi-trailers, or converting one type of special purpose trailer or semi-trailer into another type;
+ Installing technical equipment onto motor vehicles after modernization and enhancement.
- Replacing the original system components with different systems or components to ensure the combat and technical features of the motor vehicle.
(2) Content for the renovation of special purpose vehicles:
- Changing the usage features of special purpose vehicles:
+ Renovating to change the features of special purpose vehicles from one type to another.
+ Installing technical equipment onto special purpose vehicles after modernization and enhancement.
- Replacing the original system components with different systems or components to ensure the combat and technical features of the special purpose vehicle.

What documents are required in the application for a military vehicle renovation permit?
According to Clause 4, Article 8 of Circular 95/2023/TT-BQP, the application for a military vehicle renovation permit includes the following documents:
- The vehicle and machinery agency of the unit directly under the Ministry of National Defense is responsible for preparing the application for a military vehicle renovation permit.
- For cases specified in Clause 1, Article 4 and Clause 1, Article 5 of Circular 95/2023/TT-BQP, the application includes:
+ The submission from the unit directly under the Ministry of National Defense requesting a renovation permit for the unit's military vehicle undergoing renovations (Form No. 1 of Appendix II issued with Circular 95/2023/TT-BQP); a copy of the Decision of the Chief of the General Staff approving the configuration, combat features, and technical specifications of the vehicle after renovation;
+ A copy of the origin documents for the vehicle if it has not been registered and a copy of the registration certificate for the vehicle that has been registered, along with a copy of the origin documents for the replacement components.
- For cases specified in Clause 2, Article 4 and Clause 2, Article 5 of Circular 95/2023/TT-BQP, the application includes:
+ The submission from the unit directly under the Ministry of National Defense requesting a renovation permit for the unit's military vehicle undergoing renovations (Form No. 1 of Appendix II issued with Circular 95/2023/TT-BQP);
+ A copy of the origin documents for the vehicle if it has not been registered;
+ A copy of the registration certificate for the vehicle that has been registered and a copy of the origin documents for the replacement components.
What documents are required in the design documentation for military vehicle renovation?
According to Clause 2, Article 9 of Circular 95/2023/TT-BQP, the design documentation for military vehicle renovation includes the following documents:
- Technical drawings presented according to the current Vietnamese Standards, including: Overall layout drawing of the military vehicle after renovation; overall layout drawing of the military vehicle before renovation for reference; installation drawing of the renovated components and systems; drawings of the newly created or renovated parts, including technical requirements, technology, and materials allowed for use in the renovation or replacement;
- Explanation of calculations include: The necessity for the renovation; basic combat and technical features of the military vehicle before and after renovation; content and steps for implementing the renovation; calculations of dynamic properties and dynamics related to the renovation content; durability and economic efficiency calculations; instructions on using the military vehicle after renovation; conclusion.
- Technical conditions for acceptance testing and quality inspection of the military vehicle after renovation.
Additionally, military vehicles are exempt from design documentation in the following cases:
- Training and testing vehicles installing or removing auxiliary brake pedals (the auxiliary brake pedal connected to the main brake pedal through mechanical control linkage);
- Installing or removing dust covers for the truck bed of dump trucks without changing the dimensions of the truck bed;
- Adding or removing covers for the cargo compartment or luggage area of pickup trucks without changing the overall dimensions of the vehicle.
