Circular 22/2023/TT-BGDDT stipulates the code, professional title standards, appointments, and salary classification for teachers of pre-university schools.
Circular 22/2023/TT-BGDDT applies to teachers teaching in pre-university schools under the national education system, including principals, vice principals, and teachers (hereinafter collectively referred to as pre-university teachers).
The codes and categories of professional titles for pre-university teachers are as follows:
- Pre-university teacher Grade III - Code: v.07.07.19.
- Pre-university teacher Grade II - Code: v.07.07.18.
- Pre-university teacher Grade I - Code: v.07.07.17.

General Standards of Professional Ethics for Pre-University Teachers in Vietnam?
Based on the provisions of Article 3 of Circular 22/2023/TT-BGDDT, the general standards of professional ethics for pre-university teachers include:
- Complying with the guidelines, policies of the Communist Party, laws of the State, and regulations of competent authorities on pre-university education.
- Regularly enhancing ethics, showing high responsibility, maintaining the dignity, honor, and reputation of educators; being a role model for students.
- Loving, treating fairly, and respecting students; protecting students' legitimate rights and interests; uniting and assisting colleagues.
- Strictly adhering to the common responsibilities and obligations regulations of public employees and the Ministry of Education and Training's code of educators' ethics.
Standards on Training and Cultivation Levels for Pre-University Teachers?
(1) For Pre-University Teachers Grade III - Code: v.07.07.19:
Based on Clause 2, Article 4 of Circular 22/2023/TT-BGDDT, the training and cultivation level standards for Pre-University Teachers Grade III are as follows:
- Holding a bachelor's degree or higher in teacher education for high school teachers; or having a relevant bachelor's degree and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training;
- Having a certificate of training in the professional title standards of pre-university teachers or a certificate of training in the professional title standards of high school teachers.
(2) For Pre-University Teachers Grade II - Code: v.07.07.18:
Based on Clause 2, Article 5 of Circular 22/2023/TT-BGDDT, the training and cultivation level standards for Pre-University Teachers Grade II are as follows:
- Holding a bachelor's degree or higher in teacher education for high school teachers; or having a relevant bachelor's degree and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training;
- Having a certificate of training in the professional title standards of pre-university teachers or a certificate of training in the professional title standards of high school teachers.
(3) For Pre-University Teachers Grade I - Code: v.07.07.17
Based on Clause 2, Article 6 of Circular 22/2023/TT-BGDDT, the training and cultivation level standards for Pre-University Teachers Grade I are as follows:
- Holding a master's degree or higher in disciplinary and pedagogical teaching methods, disciplinary teaching methods for high school teachers, or a relevant master's degree or higher in the subject taught or in educational management;
- Having a certificate of training in the professional title standards of pre-university teachers or a certificate of training in the professional title standards of high school teachers.
What is the Salary Coefficient for Pre-University Teachers?
Based on the provisions of Article 9 of Circular 22/2023/TT-BGDDT:
Salary Classification
1. Public employees appointed to the professional titles of pre-university teachers specified in this Circular will be applied the corresponding salary table issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and the armed forces. Specifically:
a) The professional title of Pre-University Teacher Grade III (code v.07.07.19) applies the salary coefficient for public employees of type A1, from a salary coefficient of 2.34 to 4.98;
b) The professional title of Pre-University Teacher Grade II (code v.07.07.18) applies the salary coefficient for public employees of type A2 (group A2.2), from a salary coefficient of 4.00 to 6.38;
c) The professional title of Pre-University Teacher Grade I (code v.07.07.17) applies the salary coefficient for public employees of type A2 (group A2.1), from a salary coefficient of 4.40 to 6.78.
2. Salary ranking upon appointment to professional title grades is conducted according to the guidelines in Circular No. 02/2007/TT-BNV dated May 25, 2007, by the Minister of Home Affairs, guiding salary classification when promoting, transferring professional titles for officials and public employees, and according to current legal regulations. When implementing new salary policies, the transition to new salaries will be in accordance with the regulations of the Government of Vietnam.
Thus, based on the mentioned regulations, the salary coefficients for pre-university teachers are as follows:
- Pre-University Teacher Grade III (code v.07.07.19) applies the salary coefficient for public employees of type A1, from a salary coefficient of 2.34 to 4.98;
- Pre-University Teacher Grade II (code v.07.07.18) applies the salary coefficient for public employees of type A2 (group A2.2), from a salary coefficient of 4.00 to 6.38;
- Pre-University Teacher Grade I (code v.07.07.17) applies the salary coefficient for public employees of type A2 (group A2.1), from a salary coefficient of 4.40 to 6.78.
Circular 22/2023/TT-BGDDT takes effect from January 15, 2024.
