Circular 14/2023/TT-BVHTTDL stipulates the emulation and reward work in the culture, sports, and tourism sector.
On November 14, 2023, the Ministry of Culture, Sports and Tourism issued Circular 14/2023/TT-BVHTTDL stipulating the emulation and reward work in the culture, sports, and tourism sector.
Circular 14/2023/TT-BVHTTDL provides detailed regulations for the implementation of Clause 4 Article 24, Clause 3 Article 26, Clause 3 Article 27, Clause 3 Article 28, Clause 2 Article 71, Clause 6 Article 74, Clause 2 Article 75, Clause 6 Article 84 of the Emulation and Reward Law 2022 and the emulation and reward work in the culture, sports, and tourism sector (hereafter referred to as the Sector).
Circular 14/2023/TT-BVHTTDL applies to collectives, officials, and public employees, workers in Departments, Inspectorates, Office of the Ministry, Management Board of the Vietnam National Village for Ethnic Culture and Tourism, Office of the Communist Party, Office of the Trade Union, Office of the Ho Chi Minh Communist Youth Union, public service providers, state-owned enterprises (hereafter referred to as agencies, units) under the Ministry of Culture, Sports and Tourism (hereafter referred to as the Ministry), the Departments of Culture, Sports, and Tourism, Departments of Culture and Sports, Departments of Tourism; collectives, individuals with achievements and contributions in the Ministry's and Sector's development, and other relevant organizations and individuals related to the emulation and reward work of the Sector.
What are the criteria for the Minister of Culture, Sports, and Tourism's certificate of merit?
Pursuant to Article 7 of Circular 14/2023/TT-BVHTTDL stipulating the criteria for awarding the Minister's certificate of merit include:
- Criteria for awarding the Minister's certificate of merit to individuals:
+ Individuals working in the agencies, units under the Ministry meet the criteria specified at Point a or Point b or Point c or Point d Clause 1 Article 74 of Emulation and Reward Law 2022;
+ Individuals with outstanding achievements in international competitions, festivals, exhibitions in the fields of culture, family, physical training, sports, and tourism or individuals with remarkable, exemplary achievements in thematic emulation launched by the Ministry;
+ Individuals outside the Sector with outstanding contributions to the construction and development of culture, sports, and tourism.
- Criteria for awarding the Minister's certificate of merit to collectives:
+ Collectives under the agencies, units under the Ministry meet one of the criteria specified in Clause 3 Article 74 of Emulation and Reward Law 2022;
+ Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism in provinces and centrally-affiliated cities meet the criteria specified at Point a Clause 3 Article 74 of Emulation and Reward Law 2022 and are considered for awarding annually at the end of the Ministry's working year;
+ Collectives with outstanding achievements in international competitions, festivals, exhibitions in the fields of culture, family, physical training, sports, and tourism or achievements that set an example in the Ministry, in the Sector or significant outstanding achievements in thematic emulations launched by the Ministry;
+ Collectives outside the Sector with many outstanding contributions to the construction and development of culture, sports, and tourism.
What are the criteria to be considered for awarding the commemorative medal for the cause of culture, sports, and tourism?
According to Article 10 of Circular 14/2023/TT-BVHTTDL, criteria for awarding the commemorative medal for the cause of culture, sports, and tourism include:
(1) For individuals who have worked or are working in the culture, sports, and tourism sector:
- At least 20 years of service for males- At least 15 years of service for females
The above duration includes the time spent studying or performing military service.
Individuals who have worked or are working in the culture, sports, and tourism sector may be considered for early award of the commemorative medal under one of the following conditions:
- Individuals with service in particularly challenging areas, border areas, islands have their actual service time in such areas multiplied by a coefficient of 1.3 to calculate the service duration in the Sector;
- Ballet dancers, circus performers, national sports team athletes may receive the commemorative medal 5 years earlier than stipulated;
- Individuals awarded the titles of Labor Hero, National Emulation Soldier, People's Artist, Meritorious Artist, People's Artisan, Meritorious Artisan, People's Teacher, Meritorious Teacher, People's Physician, Meritorious Physician, authors with works, series of works, projects, series of projects awarded the Ho Chi Minh Prize, State Prize for Literature and Art can be recommended for the commemorative medal as soon as the title or prize is awarded.
(2) For individuals working outside the culture, sports, and tourism sector, the commemorative medal may be awarded when meeting one of the following criteria:
- Holding a managerial position (allowance coefficient of 0.7 or above) for at least 5 years and contributing significantly to the leadership, direction, promoting the development of the Sector;
- Leading or majorly participating in a national-level scientific research project in the fields of culture, family, physical training, sports, tourism, which is evaluated successfully and effectively applied, providing practical value for the Sector's work;
- Making significant contributions to protecting and promoting tangible, intangible cultural heritage, and documentary heritage or substantial material contributions, financial support, serving the Sector's development.
(3) For Vietnamese individuals residing abroad and foreigners:
Having made positive contributions to the development and promotion of Vietnamese culture, sports, and tourism.
