What is the content of Circular 14/2023/TT-BGD regulating standards for libraries in higher education institutions in Vietnam applicable from September 1, 2023?

On July 17, 2023, the Ministry of Education and Training of Vietnam issued Circular 14/2023/TT-BGDDT on standards for libraries in higher education institutions.

Accordingly, the subjects of Circular 14/2023/TT-BGDDT include: higher education institutions, universities, institutes (hereinafter referred to as “higher education institutions”); relevant agencies, organizations, and individuals.

In addition, Clause 1, Article 1 of Circular 14/2023/TT-BGDDT stipulates the standards for libraries in higher education institutions (hereinafter referred to as “university libraries”), including:

- Information resources;

- Facilities;

- Specialized equipment;

- :Library activities;

- Library management

The purpose of standards for libraries in higher education institutions is as follows:

- Ensure fulfillment of functions and tasks of university libraries under Clause 2 Article 14 of the Law on Libraries and satisfy higher education quality.

- Identify use standards and norms of area of professional structures, machinery and equipment in the field of education and training in order to develop investment projects for construction, innovation, or upgrade of existing university libraries.

What are the standards for information resources of libraries in higher education institutions in Vietnam from September 1, 2023?

Pursuant to Article 4 of Circular 14/2023/TT-BGDDT regulations on information resources as follows:

- Have sufficient information resources appropriate to each training major of education institutions, including: Coursebooks, reference documents, and internal documents.

- Quantity of information resources

+ Number of coursebook titles: Have sufficient coursebooks required by training programs for use by lecturers and learners in teaching, studying, and scientific research;

+ Number of copies per coursebook title: At least 50 copies/1.000 learners;

+ Number of copies per reference document title: At least 20 copies/1.000 learners;

+ Digital information resources

++ Coursebooks and reference documents must conform to regulations on intellectual property and be digitalized according to agreement of higher education institutions with authors. In regard to digitalized coursebooks and reference documents, a minimum number of copies equal to 50% of the number of copies under Point b and Point c Clause 2 of this Article is required.

++ 100% of internal documents shall be digitalized;

++ Have the right to access domestic and international database on scientific books and journals appropriate to level and scale of training majors.

- Requirements of information resources

+ Published information resources shall be processed, organized, preserved, inventoried, and sorted in accordance with library operation regulations and procedures;

+ Digital information resources shall be processed, organized, stored, preserved, inventoried, and sorted in accordance with library operation regulations and procedures and technical standards on information technology.

What are the specialized equipment for library activities in Vietnam from September 1, 2023?

In Article 6, Circular 14/2023/TT-BGDDT regulates the sufficient specialized equipment for library activities is required, including:

- Bookshelves, tables, chairs for library users; tables, chairs, cabinets for library employees, information desks; equipment serving lookup, display, and introduction of new information resources and publications of higher education institutions;

- Computers system connected to the internet, printers, photocopy machines, scanners, servers, data storage units, audio-visual media, security devices, automated equipment in university activities and other library technology equipment;

- Software application in professional operations, library coordination and management with adequate functions and sub-system according to national and international standards;

- Website or internet portal allowing online lookup of table of contents and utilization of digital information resources;

- Other equipment serving library operation and management.

In addition, Clause 2, Article 6 of Circular 14/2023/TT-BGDDT stipulates requirements for specialized equipment

- Visual instructions in form of images, signs, or graphs must be clear, concise, accurate, and comprehensive and located in visible areas;

- Bookshelves, tables, and chairs have dimension appropriate to space of functional areas in university libraries; be organized reasonably and flexibly to ensure diversity in library activities;

- Equipment must guarantee environmental safety and hygiene, conform to regulations on information management and use.

Note: Circular 14/2023/TT-BGDDT takes effect from September 1, 2023.
