Circular 11/2024/TT-BGTVT regulates the service fee for creating records for motor vehicles exempt from initial inspection
On April 26, 2024, the Minister of Transport issued Circular 11/2024/TT-BGTVT stipulating the service fee for creating records for motor vehicles exempt from the initial inspection and the fee for reprinting the Certificate of Inspection and Inspection Stamp for motor vehicles.
According to Article 1 and Article 2, the scope of regulation and the subjects of application of Circular 11/2024/TT-BGTVT is clearly defined as follows:

Circular 11/2024/TT-BGTVT stipulates the service fee for creating records for motor vehicles exempt from the initial inspection and the fee for reprinting the Certificate of Inspection and Inspection Stamp for motor vehicles.
- Subjects of application
+ Organizations and individuals who are provided with the service of creating records for motor vehicles exempt from the initial inspection and reprinting the Certificate of Inspection and Inspection Stamp for motor vehicles by the inspection unit.
+ Motor vehicle inspection units currently operating.
+ Other organizations and individuals involved in creating records for motor vehicles exempt from the initial inspection and reprinting the Certificate of Inspection and Inspection Stamp for motor vehicles.
Additionally, according to Article 5 of Circular 11/2024/TT-BGTVT, it is clearly stated as follows:
Implementation
1. This Circular takes effect from June 15, 2024.
2. In case the documents referenced in this Circular are issued newly or supplemented, amended, they shall apply in accordance with the new, supplemented, or amended documents.
3. The Chief of the Ministry Office, the Chief Inspector of the Ministry, Directors General, Directors of the Vietnam Register, Directors of the Departments of Transport of provinces and centrally-run cities, the heads of relevant agencies, organizations and individuals are responsible for the implementation of this Circular./.

What is the service fee for creating records for motor vehicles exempt from the initial inspection?
Based on Article 4 of Circular 11/2024/TT-BGTVT, the following is clearly stated:
Regulations on the service fee for creating records for motor vehicles exempt from the initial inspection and the fee for reprinting the Certificate of Inspection and Inspection Stamp for motor vehicles, and the responsibilities of relevant organizations and individuals
1. The service fee for creating records for motor vehicles exempt from the initial inspection is 46,000 VND/vehicle; the service fee for reprinting the Certificate of Inspection and Inspection Stamp for motor vehicles is 23,000 VND/time/vehicle.
The service fee stipulated in this clause includes the cost of organizing the collection of the fee for issuing the Certificate of Technical Safety and Environmental Protection for motor vehicles but does not include value-added tax as prescribed by law.
2. The inspection unit uses service invoices in accordance with Decree No. 123/2020/ND-CP dated October 19, 2020, of the Government of Vietnam on invoices and documents; Circular No. 78/2021/TT-BTC dated September 17, 2021, of the Minister of Finance guiding the implementation of some articles of the Tax Administration Law dated June 13, 2019, and Decree dated October 19, 2020, of the Government of Vietnam on invoices and documents.
3. The inspection unit is obliged to publicize information and post service prices in accordance with legal regulations on pricing, implement tax policy, pay taxes as per current tax laws and tax management.
4. Organizations and individuals provided with the service of creating records for motor vehicles exempt from the initial inspection and reprinting the Certificate of Inspection and Inspection Stamp for motor vehicles by the inspection unit are responsible for paying the service fee to the inspection unit at the rate specified in this Circular.
Cars; trailers, semi-trailers towed by cars in cases exempted from initial inspection as stipulated in Circular 16/2021/TT-BGTVT dated August 12, 2021, of the Ministry of Transport when processing the procedure for the first issuance of inspection certificates and stamps.
The service fee for creating records for motor vehicles exempt from the initial inspection is 46,000 VND/vehicle; the service fee for reprinting the Certificate of Inspection and Inspection Stamp is 23,000 VND/time/vehicle. The above service fees do not include value-added tax as prescribed by law.

Which vehicles are exempt from the initial inspection?
According to the regulation in Article 5 of Circular 16/2021/TT-BGTVT (amended by Clause 1, Article 1 of Circular 2/2023/TT-BGTVT), the following is prescribed:
Location of inspection, subjects of inspection, exemption from the initial inspection
1. The creation of records, inspection (including the supplementation and editing of records) for motor vehicles is carried out at any inspection unit nationwide.
2. Motor vehicles must be inspected on an inspection line, except for the following cases:
a) Motor vehicles not yet used that are exempt from the first inspection as specified in clause 3 of this Article;
....
3. Unused motor vehicles that have been issued a "Quality Inspection Stamp" for vehicles manufactured or assembled domestically, or a "Certificate of Technical Safety and Environmental Protection for Imported Motor Vehicles" or an "Exemption Notice for Technical Safety and Environmental Protection for Imported Motor Vehicles" and the manufacturing year up to the year of submitting the application for the Certificate of Inspection less than 2 years (year of manufacture plus 1 year), with complete and valid documents as specified in clause 1, Article 6 of this Circular, are exempt from the first inspection.
As per the above regulation, from March 22, 2023, unused motor vehicles granted a "Quality Inspection Stamp" for domestically manufactured and assembled vehicles or a "Certificate of Technical Safety and Environmental Protection for Imported Motor Vehicles" or an "Exemption Notice for Technical Safety and Environmental Protection for Imported Motor Vehicles," with the manufacturing year up to the year of applying for the Certificate of Inspection less than 2 years (year of manufacture plus 1 year) will be exempt from the first inspection.
Additionally, complete valid documentation includes:
+ Vehicle registration documents (the original Vehicle Registration Certificate issued by the competent state agency, or the original Receipt of Holding the Original Vehicle Registration Certificate (with a copy of the vehicle registration certificate) being mortgaged by a financial institution or a copy of the vehicle registration certificate confirmed by the financial leasing organization (with a copy of the vehicle registration certificate)) or Receipt for Issuing the Vehicle Registration Certificate;
+ A copy of the Quality Inspection Stamp for domestically produced and assembled motor vehicles (except for liquidated motor vehicles);
+ The original of the Certificate of Technical Safety and Environmental Protection for modified motor vehicles for newly modified motor vehicles;
+ A rub impression of the vehicle's chassis number and engine number for motor vehicles subject to the initial inspection exemption.
+ Declaration of information in accordance with the corresponding information set forth in Appendix I issued together with Circular 16/2021/TT-BGTVT.
