Based on Article 14 of Government Decree No. 115/2020/ND-CP, the regulations are as follows:

Recruitment Announcement and Receipt of Application Forms

1. The recruitment authority must publicly post the recruitment announcement at least once on one of the following mass media: print newspapers, electronic newspapers, radio, television; simultaneously post on the website or electronic portal and publicly post at the headquarters of the recruitment authority.

2. The recruitment announcement content includes:

a) The number of positions to be recruited for each job position;

b) The number of job positions for which recruitment examinations, selection are conducted;

c) Standards and conditions for application registration;

d) Deadline, address, and location for receiving application forms, the mobile or landline phone number of the individual or department designated to receive application forms;

e) Form, content of the recruitment examination, selection; the time and location of the recruitment examination, selection.

3. Changes to the recruitment announcement content can only be made before the start of the recruitment process and must be made public according to the provision in Clause 1 of this Article.

4. Applicants submit their application forms using Form No. 01 issued with this Decree at the location for receiving application forms or send by postal service or through the website or electronic portal of the recruitment authority.

5. The period for receiving application forms is 30 days from the date of the public recruitment announcement on mass media, website, or electronic portal of the recruitment authority.

3. Organizing the recruitment examination

a) The Recruitment Council announces the list and summons candidates eligible for the first round, simultaneously posts on the website or electronic portal and publicly posts at the headquarters of the recruitment authority. No later than 15 days from the date of the announcement summoning candidates for the first round, the Recruitment Council must organize the first round.

b) Organizing the first round:

If the recruitment authority organizes the first round on a computer, the results must be announced to the candidates immediately after the test. Appeals regarding first-round results on a computer will not be accepted.

If the recruitment authority organizes the first round on paper, the grading is carried out as follows:

No later than 15 days from the end of the first round must complete the grading;

No later than 5 working days from the end of the first round grading must announce the results for candidates to know and notify the receipt of appeal requests within 15 days from the result announcement on the website or electronic portal of the recruitment authority;

If there are appeal requests, no later than 15 days from the end of the appeal request period must complete the appeal grading and announce the results for candidates to know;

Based on practical conditions during the grading process, the Chairman of the Recruitment Council decides to extend the timeframe for the tasks mentioned in this point but the total extension time shall not exceed 15 days.

c) Organizing the second round:

No later than 5 working days from the end of the first round grading, the Recruitment Council must make a list and announce the summoning of candidates eligible for the second round, simultaneously posts on the website or electronic portal and publicly posts at the headquarters of the recruitment authority.

No later than 15 days from the announcement summoning candidates for the second round, the Recruitment Council must organize the second round.

If the recruitment authority organizes the second round in written form, the grading, and appeals are carried out as prescribed in point b of this clause. Appeals regarding second-round results in the form of interviews or practical tests will not be accepted.

Candidates participating in the public employee examination will go through 2 rounds as regulated above.

When will the public recruitment results be publicly announced?

According to Article 16 of Government Decree No. 115/2020/ND-CP, the regulations are as follows:

Announcement of public recruitment results

1. After completing the grading of the second round according to Article 15 of this Decree, no later than 5 working days, the Recruitment Council must report to the head of the recruitment authority for reviewing and recognizing the recruitment results.

2. Within 10 days from the decision recognizing the recruitment results, the Recruitment Council must publicly announce on the website or electronic portal of the recruitment authority and send a written notification recognizing the successful candidates' results to the registered address of the candidates. The notice must clearly state the time limit for the successful candidate to visit the recruitment authority to complete the recruitment procedures.

According to these regulations, within 10 days from the decision recognizing the recruitment results, the Recruitment Council must publicly announce on the website or electronic portal of the recruitment authority and send a written notification recognizing the successful candidates' results to the registered address of the candidates.
