Time limit for vehicle registration processing
1. Issuance of vehicle registration certificate: No more than 02 working days from the date of receipt of a complete and valid dossier, except for the reissuance of vehicle registration certificates that require verification according to the provisions of Clause 2 of this Article.
2. The verification period for the loss of vehicle registration certificate when processing the procedures for reissuing the vehicle registration certificate is 30 days; the verification period is not included in the processing period for reissuing the vehicle registration certificate as prescribed in Clause 1 of this Article.
3. Initial issuance of identification plate: Immediately upon receipt of a valid vehicle registration dossier.
4. Issuance of replacement number plates, reissuance of number plates, issuance of auctioned number plates, reissuance of identification plates: No more than 07 working days from the date of receipt of a complete and valid dossier.

Cases for replacement of vehicle registration certificates, replacement of number plates: Modified vehicles; vehicles changing color; vehicles registered, issued white-background number plates with black letters and numbers to yellow-background number plates with black letters and numbers (vehicles operating in transport business by motor vehicle) and vice versa; extension of vehicle registration certificate; change of vehicle owner's information (name of the owner, personal identification number, address); vehicle registration certificate is damaged, blurred, torn; number plates are damaged, blurred, broken, or the vehicle owner needs to replace the old vehicle registration certificate, the old number plate to the vehicle registration certificate, the number plate as prescribed in this Circular.

1. Implementing the full-process online public service for the reissuance of vehicle registration certificates, reissuance of number plates (except for vehicles registered with 3-number or 4-number plates)
a) The vehicle owner declares the vehicle registration application form according to the provisions of Article 9 of this Circular and attaches a scanned copy (scan) of the chassis number, engine number according to regulations on the public service portal;
b) After checking the vehicle dossier to ensure its validity, the vehicle registration authority sends a notice to the vehicle owner to pay the vehicle registration fee, public postal service fee on the public service portal to return the vehicle registration results according to regulations;
c) The vehicle owner receives the vehicle registration certificate or number plate according to regulations from the public postal service.
