According to Article 11 of the Regulation on the National Excellent Student Selection Exam issued together with Circular 17/2023/TT-BGDDT, the establishment of the exam team is stipulated as follows:
Establishment of the Exam Team
1. For the national excellent student selection exam:
a) Participating units establish exam teams to participate in the exam ensuring they meet all the requirements stipulated in Clause 1, Article 4, and Clause 1, Article 12 of this Regulation.
b) Units send the registration of exam subjects, the number of candidates for each subject, and the list of candidates for each subject to the Department of QLCL at least 30 days before the exam. After this period, the list of registered candidates cannot be adjusted.
2. For the selection of the Olympic team: The Ministry of Education and Training conducts the selection and summons candidates participating in the exam to meet the requirements stipulated in Clause 2, Article 4, and Clause 2, Article 12 of this Regulation.
Thus, the deadline to submit the list of candidates for the national excellent student selection exam is at least 30 days before the exam date.
After this deadline, the list of registered candidates cannot be adjusted.

What is the maximum number of candidates that can be registered for each subject in the national excellent student selection exam?
According to Article 12 of the Regulation on the National Excellent Student Selection Exam issued together with Circular 17/2023/TT-BGDDT, the number of candidates is stipulated as follows:
Number of Candidates
1. For the national excellent student selection exam: Each participating unit can register a maximum of 10 candidates for each exam team (except Hanoi and Ho Chi Minh City units, which can register up to 20 candidates for each exam team).
2. For the selection of the Olympic team: The number of candidates for each subject is annually summoned by the Ministry of Education and Training, ensuring they meet all the requirements stipulated in Clause 2, Article 4 of this Regulation.
Thus, each participating unit can register a maximum of 10 candidates for each subject in the national excellent student selection exam.
However, Hanoi and Ho Chi Minh City units can register up to 20 candidates for each exam team.
What are the conditions that candidates must meet to participate in the national excellent student selection exam from November 25, 2023?
According to Article 4 of the Regulation on the National Excellent Student Selection Exam issued together with Circular 17/2023/TT-BGDDT, the conditions for participating in the national excellent student selection exam are stipulated as follows:
Eligibility for the National Excellent Student Exam
1. For the national excellent student selection exam:
a) Students currently studying at high school level, with conduct (or behavior) and academic performance (or academic record) classified as good or above according to the results of the semester (or academic year) immediately preceding the exam and selected for the exam team of their unit;
b) Each candidate is only allowed to participate in one subject per academic year.
2. For the selection of the Olympic team:
Students currently studying at high school level and belonging to one of the following categories:
a) Selected by the Ministry of Education and Training from the top-scoring students in the national excellent student selection exam of the same academic year, ensuring the number of selected students for each subject does not exceed eight (08) times the number of students required for the national team participating in the international Olympic exam for that subject;
b) Those who did not participate in the national excellent student selection exam of the same academic year but were members of the national team for regional Olympic competitions; members of the national team for international Olympic competitions in the immediately preceding academic year.
Thus, from November 25, 2023, candidates for the national excellent student selection exam must meet the following conditions:
- Students currently studying at high school level;
- Conduct (or behavior) and academic performance (or academic record) classified as good or above according to the results of the semester (or academic year) immediately preceding the exam and selected for the exam team of their unit.
Note: Each candidate is only allowed to participate in one subject per academic year.
What documents are required for candidates participating in the national excellent student selection exam from November 25, 2023?
According to Article 13 of the Regulation on the National Excellent Student Selection Exam issued together with Circular 17/2023/TT-BGDDT, the required documents for candidates participating from November 25, 2023, include:
- The decision of the head of the participating unit regarding the establishment of exam teams for the national excellent student selection exam (accompanied by the list of students for each exam team);
- The academic record of the educational level (in case the exam is held before the end of the first semester of the academic year) or
The results of conduct (or behavior) and academic performance (or academic record) of the semester immediately preceding the exam of each candidate, certified by the school principal (in case the exam is held right after the end of the first semester of the academic year).
Circular 17/2023/TT-BGDDT takes effect from November 25, 2023.
