GENERAL PROVISIONS

4. Responsibility for receiving citizens:

a) The Minister of Finance receives citizens periodically on the 15th of each month. If the Minister of Finance's citizen reception day coincides with Saturday, Sunday, or public holidays, the reception will be carried out on the next working day.

b) The Inspectorate of the Ministry of Finance is responsible for assisting the Minister of Finance in regularly receiving citizens at the Ministry of Finance's office as prescribed by law.

c) Heads of units at the Ministry of Finance's office are responsible for receiving citizens under the authorization of the Minister of Finance or cooperating in receiving citizens when requested by the Inspectorate of the Ministry of Finance regarding issues within the assigned management fields.

d) When the Minister of Finance or the heads of units under the Ministry of Finance have scheduled appointments to receive citizens but cannot carry out the reception due to objective reasons, the schedule for citizen reception will be postponed to another time, and a written notice will be provided to the citizens regarding the change of schedule and the next appointment date and time.

In cases where the change is close to the scheduled citizen reception date, and a written notice cannot be sent, the citizens will be informed directly.

What regulations must citizens follow when coming to complain, denounce, petition, or reflect at the Ministry of Finance?

Based on Subsection 2, Section II of the citizen reception regulations issued with Decision 1127/QD-BTC in 2022 regarding the responsibilities of citizens coming to the Ministry of Finance's office, complainants, denouncers, petitioners, and reflectors are as follows:

- Present identification documents, authorization papers (if any), such as: Identity card or other identification documents issued by competent state agencies.

Not to carry weapons, explosive materials, banners, slogan signs, or bulky items into the Ministry of Finance's office.

- Maintain appropriate, respectful behavior, and comply with the guidelines of the citizen reception staff and security personnel. Do not disturb public order; distort facts, slander, or insult the prestige and honor of the citizen reception staff.

- Citizens arriving at the Reception Room must truthfully present the issue, clearly state their requests, provide relevant information and documents regarding the complaint, denunciation, petition, or reflection; respect the guidance of the citizen reception staff.

- Citizens must not abuse the right to complain, denounce, petition, or reflect to distort facts, slander, incite disorder at the Reception Room, or undertake actions to harm, insult, or obstruct the citizen reception staff from performing their duties.

- In cases where multiple individuals jointly complain, denounce, petition, or reflect on a single issue at the citizen reception location, the citizen reception staff will require these individuals to appoint representatives to present the complaint, denunciation, petition, or reflection to the citizen reception staff (hereinafter referred to as the representative).

The representative must be one of the complainants, denouncers, petitioners, or reflectors. The appointment of representatives must be documented in writing with signatures of all complainants, denouncers, petitioners, and reflectors.

- In cases with five to ten people, one or two representatives are appointed; in cases with more than ten people, additional representatives may be appointed, but the number should not exceed five. The representative must bear legal responsibility for the legality of the representation and the document appointing the representative.

- Filming, photographing, and recording are not allowed without the consent of the citizen reception staff.

- Keep the area clean and orderly, do not move or damage the property of the Reception Room.

- After citizen reception hours, all citizens must leave the Ministry of Finance's office (Reception Room) and must not remain under any circumstances.
