1. The earliest school start date is one week before the opening day. For grade 1, the earliest school start date is two weeks before the opening day.

2. Holding the opening ceremony on September 5, 2023.

3. Ending the first semester before January 15, 2024, completing the education plan for the second semester before May 25, 2024, and ending the academic year before May 31, 2024.

4. Considering the recognition of completion of primary education and considering the recognition of graduation from lower secondary education before June 30, 2024.

5. Completing the enrollment for the first classes of each level before July 31, 2024.

6. Holding the high school graduation exam and national exams according to the regulations and guidelines of the Ministry of Education and Training.

1. The academic year plan of localities must ensure the number of actual study weeks:

a) For preschool education, general education, there are 35 actual study weeks (first semester has 18 weeks, second semester has 17 weeks).

b) For continuing education (implementing lower secondary and upper secondary education programs):

- For grade 9 of lower secondary and grade 12 of upper secondary, there are 32 actual study weeks (each semester has 16 weeks).

- For grades 6, 7, 8 of lower secondary and grades 10, 11 of upper secondary, there are 35 actual study weeks (first semester has 18 weeks, second semester has 17 weeks).

2. The academic year plan must be suitable for the specific characteristics and conditions of the localities.

3. Public holidays and Tet holidays are implemented according to the provisions of the Labor Code and annual guiding documents.

4. The annual breaks of teachers is taken during the summer vacation or can be arranged at other times during the year to suit specific characteristics and the academic year plan of the localities.

5. The academic year plan must ensure uniformity for all educational levels in a residential area, especially in schools with multiple educational levels.

Thus, according to the above regulations, the annual breaks of teachers shall be arranged during the summer vacation or taken at other times during the year to suit specific characteristics and the academic year plan of the localities.

What are the responsibilities of the Chairman of the Provincial/Municipal People's Committee decides in implementing the 2023-2024 academic year plan?

According to the provisions of Article 3 Decision 2171/QD-BGDDT in 2023 on responsibilities for implementing the 2023-2024 academic year plan as follows:

Responsibilities for implementation

1. The Chairman of the Provincial/Municipal People's Committee decides:

a) The academic year plan for preschool education, general education, and continuing education suitable for the local realities.

b) The early school start time and the extended academic year time no more than 15 days compared to the regulations in Article 1 of this Decision to ensure the implementation and completion of the preschool education, general education, and continuing education programs in case of natural disasters, epidemics; reporting to the Ministry of Education and Training in case of special circumstances before implementation.

2. The Director of the Department of Education and Training:

a) Decides to let students take time off in case of severe weather, natural disasters, and arrange make-up classes; ensuring the teachers' leave time during the academic year.

b) Reports to the Ministry of Education and Training: the situation of preparation for the academic year and the organization of the opening ceremony of the academic year 2023-2024 before September 10, 2023; preliminary review of the first semester before January 31, 2024; summary of the academic year, reporting on the results of implementing emulation criteria, and proposing rewards for the academic year before June 25, 2024.

Thus, the Chairman of the Provincial/Municipal People's Committee is responsible for deciding the academic year plans for preschool education, general education, and continuing education suitable to local realities.

However, it is still necessary to ensure the early school start time and the extended academic year time no more than 15 days compared to the regulations in Article 1 of Decision 2171/QD-BGDDT in 2023 to ensure the implementation and completion of the preschool education, general education, and continuing education programs in case of natural disasters, epidemics; reporting to the Ministry of Education and Training for special circumstances before implementation.
