When is the disclosure time for the budget estimate?
According to Article 6 of Circular 61/2017/TT-BTC, the disclosure time for the budget estimate is stipulated as follows:
- The state budget estimate report must be disclosed no later than 15 days from the date when it is assigned by the superior budget estimate unit or the competent authority at the beginning of the year or when adjusted downward or supplemented within the year (if any).
- The quarterly and semi-annual state budget execution report must be disclosed no later than 15 days from the end of the quarter and 6 months.
- The annual state budget execution report must be disclosed no later than 5 working days from the date the unit reports to the directly superior budget estimate unit.
- The state budget settlement report must be disclosed no later than 15 days from the date it is approved by the superior budget estimate unit or the competent authority.

What does the disclosure content of the budget estimate include?
Based on Clause 1, Article 3 of Circular 61/2017/TT-BTC, the disclosure content is specified as follows:
Disclosure content
1. Disclosure of budget estimate
a) For superior budget estimate units
- Disclose the state budget revenue-expenditure estimate, including downward adjustments or supplements (if any) assigned by the competent authority; other funding sources, and distributions to subordinate units (including the estimate directly used by the unit), authorized units (authorized funds - if any) (according to Form No. 01 issued with this Circular).
- Disclose the bases, principles, and norms for budget allocation.
b) For budget-using units
Disclose the state budget revenue-expenditure estimate, including downward adjustments or supplements (if any) assigned by the competent authority, and other funding sources (according to Form No. 02 issued with this Circular).
2. Disclosure of budget execution data and explanations (quarterly, semi-annual, annual)
a) For superior budget estimate units
- Disclose explanations of the state budget execution (quarterly, semi-annual, annual) that have been approved.
- Disclose data on the state budget execution (quarterly, semi-annual, annual) that have been approved (according to Form No. 03 issued with this Circular).
b) For budget-using units
- Disclose explanations of the state budget execution (quarterly, semi-annual, annual) that have been approved.
- Disclose data on the state budget execution (quarterly, semi-annual, annual) that have been approved (according to Form No. 03 issued with this Circular).
3. Disclosure of state budget settlements
a) For superior budget estimate units
- Disclose explanations of the state budget settlements approved by the competent authority.
- Disclose data on the state budget settlements (according to Form No. 4, Form No. 5 issued with this Circular).
b) For budget-using units
- Disclose explanations of the state budget settlements approved by the competent authority.
- Disclose data on the state budget settlements (according to Form No. 4, Form No. 5 issued with this Circular).
Thus, according to the above regulation, the disclosure content of the budget estimate includes:
