Vietnam: What functions does the DAT device in the driving test perform in accordance with the law? Where must DAT equipment be installed?
How does the law define DAT equipment in Vietnam?
Pursuant to Section 1.3.1 subsection 3 Section 1 QCVN 105:2020/BGTVT provides for DAT as follows:
- Driving practice time and distance monitoring device (hereinafter referred to as DAT device) is an electronic device installed on a car to record, store, authenticate and transmit the required information related to driving teaching and practice.
- DAT stands for Distance and Time
In addition, according to the provisions of Article 3 of Circular 12/2017/TT-BGTVT, Article 1 of Circular 04/2022/TT-BGTVT adds a number of regulations on DAT equipment as follows:
- DAT data: is a collection of information about the student's identification and learning process of driving practice on the road, transmitted from the DAT device installed on the car to the server of the training institution as prescribed in Section 2.1.5 and Section 2.1.6 of QCVN 105:2020/BGTVT.
- DAT management data: is a collection of information on students' identification and driving practice on the road, transmitted from the server of the training institution to the server of the General Department of Roads of Vietnam as prescribed in Appendix 30 issued together with Circular 13/2017 / TT-BGTVT.
- DAT information system includes: hardware devices, transmission lines and software used to receive, manage and exploit DAT management data.

What functions does the DAT device in the driving test perform in accordance with Vietnam laws?
According to the provisions of subsection 2.1 Section 2 QCVN 105:2020/BGTVT, the driving practice time and distance monitoring device should fully meet the minimum technical requirements as follows:
(1) Information display function and operation status notification
The DAT device must have a self-check function at the initial start-up and during operation and have signals, signals by lights, by sound or through a monitor, to inform the operating status, including:
- Status of mobile telecommunications signals;
- Connection status, loss of connection to the server;
- Signal status, loss of GNSS signal;
- The operational status of data storage memory;
- The operating status of the camera;
- Login and logout status of teachers and students;
- Display student information message after logging in including: student number (ID), course code, student name, teacher name. Play notification sounds: true, false, complete when logging in, logging out, and when recognizing the wrong student's face compared to logging in.
- Real-time display, including: authentic results, time data, distance learned of the driving practice session.
- Display the time and distance data of students who have practiced and still have to practice compared to the regulations.
(2) The function of recording changes in teachers and learners in the vehicle
- Practical instructors and students use cards or fingerprints to touch the card reader or fingerprint reader of the device to log in or out of the system.
- DAT devices must record the time, coordinates of logins and logouts of practitioners and students, and must have signals to recognize these changes.
- Logging in and out can only be done when the car is stopped or parked.
(3) Camera learner authentication function
- DAT devices are capable of using facial recognition cameras to authenticate students.
- The frequency of authentication is every 5 minutes.
- DAT device records the time, coordinates, authentication results at the time of authentication.
(4) Alert function
The DAT device must emit a warning signal using a flashing LED or display:
- Compare the student's facial recognition that does not match the information registered through the student's card or fingerprint;
- Hardware failures include: loss of GNSS signal, loss of mobile telecommunications signal, memory failure, faulty camera;
- Failed to connect to management server.
(5) The function of recording and storing data on the device
The DAT device must record and store data in the device memory with the following minimum information:
Information about teachers and students
- Information to identify students through card codes or fingerprints and facial images.
- Teacher identification information via card code or fingerprint.
- The time and coordinates of the start and end of each student's driving practice session.
- Time, distance of accumulated practice and time and distance of practice during the day of each student.
Vehicle journey information and student face authentication results
- Vehicle journey (time, coordinates, speed) with a recording and storage frequency of no more than 30 seconds at a time when the car is in a practice session.
- Students' face authentication results (true, false) with a frequency of recording and storing no more than every 5 minutes when the car is having students practicing lessons.
- A snapshot of when the login and logout were successful. The photo taken at the time the device detects the student's face and identifies it via card or fingerprint is not the same person.
(6) Data transfer function to the server
- Data, as prescribed in Clause 2.1.5 of this Regulation, must be transmitted to the management server with a frequency of not more than every 5 minutes when the vehicle is in a practice session and managed and stored in accordance with Clause 2.6 of this Regulation.
- In case of loss of connection to the server due to transmission interruption, the DAT device must send back all previously recorded data to the server as soon as the connection resumes, in chronological order from before to after (allowing parallel sending of old and current data in parallel).
Where must DAT equipment be installed according to Vietnamese regulations?
The installation location of DAT equipment is specified in subsection 2.8 Section 2 QCVN 105:2020/BGTVT as follows:
- DAT equipment must be installed in the position of the driving teacher and students can observe the display screen, the operating status indicator of the device, the user manual.
- The image detector must be installed so that it captures the entire face of the student practicing driving, but must not obstruct external vision.
- The DAT device user manual must show the following information:
+ Phone number, contact address of DAT equipment supplier;
+ Logging in, logging out of the driver;
+ The operating state of the device through signals and signals.
