Exam Candidates Violating High School Exam Regulations 2023: Points Deduction and Handling Violations
How are violations of exam regulations handled in the national high school graduation exam?
Pursuant to Clauses 1, 2, and 3, Article 52 of the Examination Regulations for High School Graduation issued in conjunction with Circular 15/2020/TT-BGDDT, regulations on receiving and handling information and evidence of violations of exam regulations are as follows:
- Places to receive information and evidence of violations of exam regulations:
- National Steering Committee, Provincial Steering Committee;
- Leadership of the Examination Council, Head of Examination Sites;
- Provincial Inspectorate, Education and Training Inspectorates at all levels.
- Evidence of violations of exam regulations, once verified, will serve as a basis for dealing with the offending parties.
- Providing information and evidence of violations of exam regulations:
- Candidates, members of Examination Councils, and all citizens are encouraged to detect and report violations of exam regulations;
- Anyone who discovers violations of exam regulations should promptly report it to the receiving bodies specified in Clause 1 of this Article for appropriate actions;
- Anyone with evidence of exam regulation violations should immediately report it to the receiving bodies specified in Clause 1 of this Article for prompt action according to the law. The reception and handling of complaints about violations of exam regulations are carried out under the law on complaints;
- Providers of information and evidence on violations of exam regulations must be responsible before the law for the reliability and accuracy of the information and evidence provided; misuse of this reporting system to negatively affect the exam is prohibited.
- Organizations and individuals tasked with receiving information and evidence of violations of exam regulations are required to:
- Organize the reception of information and evidence according to regulations; protect the integrity of the evidence; verify the information and evidence after receiving, and propose measures for handling exam regulation violations to the appropriate authorities;
- Promptly implement measures to prevent exam regulation violations as prescribed;
- Handle within their authority or report to the authorities/persons with authority to handle and publicly announce the results of handling individuals and organizations with acts of exam regulation violations;
- Protect the confidentiality of information and the identity of those providing information and evidence related to exam regulation violations.

How are the points deducted from the exam paper for candidates who violate exam regulations?
Pursuant to Clause 4, Article 54 of the Examination Regulations for High School Graduation issued in conjunction with Circular 15/2020/TT-BGDDT, regulations on point deductions for candidates violating exam regulations are as follows:
- Candidates reprimanded during an exam will lose 25% of the total points for that exam paper;
- Candidates warned during an exam will lose 50% of the total points for that exam paper;
- Exam papers found to have been marked during grading will lose 50% of the points;
- Score of 0: Exam papers copied from unauthorized materials brought into the exam room; having two or more responses for a single exam paper; having writing by multiple people; or parts of the exam written on rough paper, non-conformable paper;
- Candidates disqualified from an exam will receive a score of 0 for that exam and will not be allowed to continue with subsequent exams;
- The point deductions mentioned at points c and d of this clause are decided by the Head of the Grading Committee based on written reports from the Chief Examiner of the essay subject.
Are inspectors for the high school graduation exam rewarded if they perform well?
Pursuant to Article 50 of the Examination Regulations for High School Graduation issued in conjunction with Circular 15/2020/TT-BGDDT, the regulations on rewarding individuals with achievements in organizing the high school graduation exam are as follows:
- Reward recipients: Civil servants, public employees, lecturers, teachers, students, and service staff with achievements in organizing the exam.
- Forms of rewards:
- Commendation before the Examination Proposal Council, examination councils, and notification to the affiliated workplace or educational institution;
- Certification of merit by the Director of the Department of Education and Training;
- Certificate of merit by the Minister of Education and Training, Chairman of the Provincial People's Committee, or Chief of the General Staff of the Vietnam People's Army.
- Documentation and procedures: The National and Provincial Steering Committees, the Examination Proposal Council, and the examination councils are responsible for reviewing, deciding on rewards within their jurisdiction, and preparing nomination documents for individuals with outstanding performance in organizing the exam for rewards by competent authorities.
- Funding for rewards is sourced from the exam organization budget.
Thus, inspectors with achievements in organizing the exam will be rewarded in the form of commendation or merit certification. The funding for these rewards will be sourced from the exam organization budget.
