What does the 2023 National High School Exam registration dossier for independent candidates consist of?
Based on the provisions of Clause 2, Article 13 of the High School Graduation Exam Regulations issued with Circular 15/2020/TT-BGDDT (amended by Clause 4, Article 1 of Circular 06/2023/TT-BGDDT), the National High School Exam registration dossier for independent candidates in 2023 includes:
For those who have completed the high school program but have not taken or have taken but not passed the high school graduation exam in previous years:
- 02 identical National High School Exam registration forms
Note: the original or a certified copy from the original or a copy issued from the original book or a copy with the original for comparison (collectively referred to as a copy) of the high school academic transcript or the Continuing Education high school academic transcript or the examination form for self-study students in Continuing Education certified by the principal of the high school.
- Valid certifications to be eligible for preferential and encouragement policies (if any);
- Photo file (or 02 4x6 photos in case of direct registration) in the style of citizen identity card photos, taken no more than 06 months before the submission deadline
- Confirmation letter from the high school where the candidate studied in grade 12 or where the candidate registered for the exam regarding the academic classification for students with poor academic performance
- Copy of the lower secondary school graduation certificate
- Retained score confirmation (if any) certified by the principal of the high school where the candidate took the exam in the previous year;
- Copy of the citizen identity card
For candidates who have graduated from high school:
- 02 identical registration forms
- Copy of the high school graduation certificate;
- 02 photos (4x6 cm)
- Copy of the citizen identity card
For candidates who have graduated from middle-level vocational school:
- 02 identical registration forms;
- 02 photos (4x6 cm);
- Copy of the lower secondary school graduation certificate, copy of the middle-level vocational school graduation certificate, copy of the academic record or transcript of the cultural subjects studied at the high school level according to the Education Law and current guiding documents of the Ministry of Education and Training.
- Copy of the citizen identity card
Note:
- The dossier should be contained in a folder, with fully, accurately, and consistently filled information between the folder cover, form 1, and form 2
- The photo must be sealed with a stamp and the information on the cover confirmed.
- The notarized copy of the ID card should be photocopied on both sides of an A4 paper
- Two 4x6 photos should have the full name and date of birth written on the back.

Based on the provisions of Clause 1, Article 13 of the High School Graduation Exam Regulations issued with Circular 15/2020/TT-BGDDT (amended by Clause 3, Article 1 of Circular 06/2023/TT-BGDDT) stipulates as follows:
Registration for the exam
1. Place of registration:
a) Subjects prescribed in point a, clause 1, Article 12 of this Regulation register online or in person at the high school where they attended grade 12
b) Subjects prescribed in points b and c, clause 1, Article 12 of this Regulation register at the place (referred to as the registration place) prescribed by the Department of Education and Training. The head of the unit where the registration takes place is responsible for performing the duties as specified in Article 60 of this Regulation.
Independent candidates submit their registration dossier directly at the location specified by the Department of Education and Training.
For convenience, independent candidates can submit their registration dossier at regular education centers or the district education office where they reside. Candidates retaking the 2023 National High School Exam do not necessarily have to return to their registered permanent residence to take the exam but can take the exam at their temporary residence if they have registered a temporary residence.
