Based on the provisions in Clause 1, Article 54, Exam Regulations issued with Circular 15/2020/TT-BGDDT stipulate as follows:

Handling candidates violating exam regulations

All exam regulation violations are documented, disciplined, and notified to the candidates.

1. Reprimand:

a) For candidates who have one-time offenses; peek at others' papers or communicate with other candidates;

b) This form is decided by the exam invigilator in the documented report.

Based on the provisions in Clause 4, Article 54, Exam Regulations issued with Circular 15/2020/TT-BGDDT stipulate as follows:

4. Deducting exam points

a) Candidates reprimanded during any exam will have 25% of the total points of that exam deducted;

b) Candidates warned during any exam will have 50% of the total points of that exam deducted;

c) Any exam papers found marked during grading will have 50% of the total points of that paper deducted;

d) Zero points: The exam paper copied from unauthorized materials brought into the exam room; having multiple exam papers for one subject; the exam paper contains writings from more than one person; parts of the exam written on scrap paper or non-compliant paper;

đ) Candidates suspended during any exam will receive zero points for that exam and will not be allowed to continue other exams;

e) The decision to deduct points at points c and d of this clause is made by the Chief of the Essay Grading Committee based on the written report of the Head of the Essay Grading Department.

As stated above, candidates in the Vietnam national high school graduation examination who look at or exchange answers with another candidate and are reprimanded will have 25% of the total points of that exam deducted.

Based on the provisions in Clause 3, Article 54, Exam Regulations issued with Circular 15/2020/TT-BGDDT (amended by Clause 17, Article 1 of Circular 05/2021/TT-BGDDT) stipulate as follows:

3. Suspension:

a) For candidates who commit one of the following violations: being warned once but continue to violate exam regulations at a level of reprimand or warning during the same exam; bringing unauthorized items as stipulated in Article 14 of these Regulations into the exam room/waiting room or while moving between the exam room and waiting room; taking the exam questions out of the exam room or receiving solved answers from outside; writing or drawing on their exam paper unrelated content; engaging in fighting or threatening responsible officials or other candidates during the exam; not complying with instructions from supervisors or managers in the waiting room when moving within the exam area and while staying in the waiting room;

b) The exam invigilator documents a report, confiscates evidence (if any), and reports to the Chief of the Exam Site who decides on the suspension. If the Chief of the Exam Site does not agree, it is reported to the Head of the Exam Invigilation Committee for a decision. Candidates suspended must submit their exam papers, exam questions, and scrap paper to the invigilator, leave the exam room immediately after the decision, and may leave the exam area only after the exam session ends;

c) Candidates suspended in any year will have their results for all exams/subjects of that year's exam nullified.

Thus, candidates falling into one of the above cases will be suspended from the exam.

Note: Suspension from the exam not only nullifies the results of that subject's exam but also nullifies the results of all subjects' exams.

What are the responsibilities of the Department of Education and Training in the Vietnam national high school graduation examination in 2022?

Based on Article 58 of the Exam Regulations issued with Circular 15/2020/TT-BGDDT, the responsibilities of the Department of Education and Training in the Vietnam national high school graduation examination in 2022 are stipulated as follows:

- Direct and inspect the completion of the teaching plan, evaluate and grade students in the high schools.

- Propose to the Provincial People's Committee to establish the Provincial Steering Committee.

- Advise the Provincial Steering Committee to direct the organization of the exam in the province according to the exam regulations and instructions from the Ministry of Education and Training.

- Direct and organize exam registration, manage exam registration documents; prepare facilities for the exam; cooperate with relevant units to organize exams for candidates studying foreign languages under the pilot program approved by the Ministry of Education and Training for graduation recognition purposes.

- Take charge of establishing, directing, and organizing the tasks of the Exam Council and its subcommittees; organize professional training for the exam; direct educational institutions to prepare facilities for the exam.

- Report to the Provincial Steering Committee on the implementation of exam organization tasks and arising issues during the organization.

- Organize the distribution of certificates of exam results to candidates.

- Organize the recognition of high school graduation for candidates; direct the issuance of provisional graduation certificates, high school diplomas, and certificates of completion of secondary education programs; publicly announce the score distribution of exam subjects, sub-component subjects, and compare the average exam scores of these subjects with the average scores of equivalent subjects in grade 12 of high schools in the province.

- Perform rewarding and disciplining of officials, public employees, teachers, and candidates within the authority as stipulated; propose authorities to reward and discipline according to exam regulations and legal provisions for individuals participating in exam tasks; store exam documents as prescribed.

- Coordinate with the Department of Finance and relevant agencies to propose the Provincial People's Committee to ensure funding for the exam organization.
