Pursuant to Clause 4, Article 1, Draft 2 of the Circular amending and supplementing a number of articles of the Regulation on high school graduation exam promulgated together with Circular 15/2020/TT-BGDDT, proposes the following:

Amending and supplementing a number of articles of the Regulation on high school graduation exam promulgated together with Circular No. 15/2020/TT-BGDDT dated May 26, 2020 as amended and supplemented by Circular No. 05/ 2021/TT-BGDDT dated March 12, 2021 of the Minister of Education and Training, as follows:

4. To amend and supplement points k and m, Clause 4, Article 14 as follows:
“k) Do not leave the examination room during the duration of the multiple-choice test. For the written exam, candidates can only leave the exam room after 2/3 of the exam time is over; submit the test with the exam questions and draft to the examiner before leaving the examination room and must stay in the waiting room for the rest of the exam period;

Thus, for the written exam, candidates can only leave the exam room after 2/3 of the exam time is over.

At the same time, the exam must be submitted with the exam question paper and scratch paper to the examiner before leaving the exam room and must stay in the waiting room for the rest of the exam period.

Are there any special cases of graduating in the Vietnamese national high school graduation examination in 2023?

Pursuant to Article 37 of the Regulation on high school graduation exam promulgated together with Circular 15/2020/TT-BGDDT, which stipulates that the current cases of exceptional high school graduation are:

- Learners who fall into the subjects specified in Article 12 of the Regulations attached to Circular 15/2020/TT-BGDDT if they are eligible to take the exam, they will be considered for special consideration for graduating from high school in the event of an accident, illness or having special irregularities not more than 10 days before the exam date or right in the first exam, cannot take the exam.

- Learners who fall into the subjects specified in Article 12 of the Regulations attached to Circular 15/2020/TT-BGDDT if they are eligible to take the exam will be considered for special consideration for graduating from high school in the event of an accident, illness, or illness or a special emergency after taking at least one exam and being unable to continue taking the exam or after an accident, illness or special unexpected event voluntarily taking the remaining exam.

Pursuant to Article 37 of the Regulation on high school graduation exam promulgated together with Circular 15/2020/TT-BGDDT, the current conditions for cases eligible for high school graduation are:

- For learners who fall into the subjects specified in Article 12 of the Regulations attached to Circular 15/2020/TT-BGDDT, if they are eligible for the exam, they will be considered for special consideration for graduating from high school in case of accident or illness or there is a special emergency not more than 10 days before the test date or right in the first exam, unable to take the exam.

+ Conditions: Grade 12 in terms of academic ability and conduct for the whole year in grade 12 are good or higher;

+ Dossiers include: Hospital admission and discharge records issued by a district-level hospital or higher (in case of an accident or illness) or certified by the commune-level People's Committee of the place of residence (if there is a special emergency); Minutes of request for special consideration for high school graduation of the high school where the registrant is registered and documents proving the academic and behavioral classification in grade 12.

- For learners who fall into the subjects specified in Article 12 of the Regulations attached to Circular 15/2020/TT-BGDDT, if they are eligible to take the exam, they will be considered for special consideration for graduating from high school in case of accident or illness. or have a special emergency after taking at least one exam and can't continue to take the exam or after having an accident, illness or special emergency, voluntarily taking the remaining number of exams.

+ Conditions: The scores of the exams taken to consider the recognition of high school graduation are from 5.0 (five) points or more; graded in grade 12 with average academic ability or higher, conduct from good or higher;

+ Dossier includes: Application for special consideration of candidates; hospital admission or discharge records of hospitals at the district level or higher (in case of an accident or illness) or certification of the commune-level People's Committee of the place of residence (if there is a special emergency) and documents proving the classification. type of academic performance and conduct in grade 12.

- The subjects who are athletes are eligible to be considered for special consideration for graduating from high school according to the provisions of Article 5 of Decree 36/2019/ND-CP as follows:

Athletes who have achieved excellent results in national or international sports competitions will be considered for graduation from middle school or high school if the time of the competition coincides with the time when the athlete is training in foreign country or compete in international sports tournaments.
