What does the dossier for priority confirmation in tax official recruitment include?

Based on the provisions of Notice 412/TB-TCT in 2023 regarding the policies on priority in tax official recruitment implemented according to Article 5 of Decree 138/2020/ND-CP, the dossier for determining priority in recruitment includes:

For Heroes of the Armed Forces, Heroes of Labor, war invalids, people benefiting from policies like war invalids, Category B war invalids, they will have 7.5 points added to the result of Round 2:

Offspring of martyrs, offspring of war invalids, offspring of patients, offspring of people benefiting from policies like war invalids, offspring of Category B war invalids, biological offspring of people who participated in resistance activities affected by toxic chemicals, offspring of Heroes of the Armed Forces, and offspring of Heroes of Labor: will have 5 points added to the result of Round 2.

The above subjects shall submit copies (not required to be authenticated) of verified documents such as:

- Hero of the Armed Forces; Hero of Labor; Certificate of Martyr's Family; Card (war invalid, patient...); Decision on policy for war invalids; Decision on allowances for those who participated in resistance activities affected by toxic chemicals.

- Confirmation certificate of benefiting from preferential policies issued by the District-level Department of Labor, War Invalids and Social Affairs or higher.

For military officers, public security officers, professional soldiers upon discharge, people working in classified sectors transferring occupations, graduates in reserve officer training, graduates in chief commander training at the township military command department of the local military branches conferred the title of reserve officer who have registered for the rank of reserve officer: will have 5 points added to the result of Round 2:

People completing military service, police duty, or youth volunteers: will have 2.5 points added to the result of Round 2.

The above subjects shall submit copies (not required to be authenticated) of the following documents:

Decision on demobilization or confirmation documents of completed military or police duties; certificates of graduation from reserve officer training courses, chief commander training at the township military command department of local military branches assigned the rank of reserve officer who have registered for the rank of reserve officer.

For ethnic minorities: will be awarded 5 points to the result of Round 2 and must submit copies (not required to be authenticated) of the following documents:

The birth certificate of the candidate clearly stating the ethnic minority. In cases where the candidate’s birth certificate does not clearly state their ethnicity, the candidate is requested to supplement their ID card or household registration book, identity card of the candidate applying for the exam (applied according to Official Dispatch No. 1446/VPCP-DP dated March 20, 2007 of the Government Office of Vietnam regarding the confirmation of ethnic composition).

- The information of the prioritized subjects must be declared on the Application Form for examination. If the declaration is supplemented after the deadline for dossier submission, the extra priority points will not be counted.

Note:

The priority dossier must be issued by a competent authority before the deadline for receiving the Application Form. In cases where the issue date is after the deadline for receiving the Application Form, the priority points will not be awarded as per the regulations.

Is it mandatory to submit language and computer science certificates for the 2023 tax official exam?

Based on Notice 412/TB-TCT in 2023 on qualifications in information technology and foreign language skills when applying for a tax official exam as follows:

- For Specialist and Tax Inspector positions: Basic information technology skills according to regulations in Circular 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications and the ability to use a foreign language or ethnic minority language for positions that require working in ethnic minority areas.

Foreign language proficiency (English) as per Vietnam's foreign language competency framework for specific ranks as follows:

+ Specialist rank: Level 3 of the Foreign Language Competency Framework for Vietnam issued according to Circular 01/2014/TT-BGDDT dated January 24, 2014 of the Ministry of Education and Training.

+ Tax Inspector rank: Level 2 of the Foreign Language Competency Framework for Vietnam issued according to Circular 01/2014/TT-BGDDT dated January 24, 2014 of the Ministry of Education and Training.

- For Intermediate Tax Inspector rank; Assistant rank; Clerk rank and Intermediate Clerk rank: Not required.

- Applicants are not required to submit foreign language and computer science certificates at the corresponding level when submitting the application.

Thus, submitting foreign language and computer science certificates when applying for the tax official exam is not required, but the conditions for using foreign languages as per regulations still need to be met.

Who is exempt from taking the foreign language exam when applying for tax official recruitment?

Regarding the exemption from the foreign language exam according to Notice 412/TB-TCT in 2023, it specifies:

Implementing the provisions at Clause 1, Article 8 of Decree 138/2020/ND-CP dated November 27, 2020 of the Government of Vietnam, the cases exempted from the foreign language exam include:

- Holding a degree in a foreign language major at the same or higher level of education compared to the professional and training level required for the position applied for;

- Holding a degree at the same or higher level of education compared to the professional and training level required for the position applied for, issued by a foreign education institution and recognized in Vietnam according to regulations;

- Holding an ethnic minority language certificate or belonging to an ethnic minority group, if applying for a position in an ethnic minority area.
