Service Duration and Age Limit for Professional Soldiers

1. The service duration for professional soldiers in peacetime is as follows:

a) Serve for a minimum of 06 years from the date of the decision to shift to a professional soldier;

b) Serve until the age limit specified in Clause 2 of this Article is reached.

2. The highest age limit for professional soldiers by military rank:

a) Junior officers: male 52 years, female 52 years;

b) Major, Lieutenant Colonel: male 54 years, female 54 years;

c) Senior Colonel: male 56 years, female 55 years.

3. Professional soldiers with high technical and professional qualifications, who possess sufficient political and ethical qualities, health, and voluntarily serve, if needed by the military, can have their service duration extended by up to 05 years.

4. Combatants who fulfill their duties up to the age of 40 are prioritized for training, capacity building, and assigned to other roles suitable to military needs or can be transferred to another sector. If the military cannot continue to use or transfer them, those with 20 years of social insurance contributions, including 15 years as combatants, can retire.

The list of combatant positions is regulated by the Minister of Defense.

Hence, according to these regulations, the service duration for professional soldiers in peacetime is as follows:

- Serve for a minimum of 06 years from the date of the decision to shift to a professional soldier;

- Serve until the age limit specified in Clause 2, Article 17 of the Law on Professional Soldiers, Defense Workers, and Defense Public Employees 2015.

Abolishing the salary coefficient system for professional soldiers from July 01, 2024?

Currently, the salary classification for professional soldiers is stipulated in Article 4 of Circular 170/2016/TT-BQP as follows:

Military Rank Corresponding to Salary Level

1. The rank of Junior Lieutenant for professional soldiers corresponds to a salary coefficient below 3.95.

2. The rank of First Lieutenant for professional soldiers corresponds to a salary coefficient from 3.95 to below 4.45.

3. The rank of Senior Lieutenant for professional soldiers corresponds to a salary coefficient from 4.45 to below 4.90.

4. The rank of Captain for professional soldiers corresponds to a salary coefficient from 4.90 to below 5.30.

5. The rank of Major for professional soldiers corresponds to a salary coefficient from 5.30 to below 6.10.

6. The rank of Lieutenant Colonel for professional soldiers corresponds to a salary coefficient from 6.10 to below 6.80.

7. The rank of Senior Colonel for professional soldiers corresponds to a salary coefficient of 6.80 or above.

Article 3 of Circular 41/2023/TT-BQP guides the calculation of the salary for professional soldiers as follows:

Actual salary = Statutory pay rate x Current salary coefficient

The current statutory pay rate is 1,800,000 VND/month

On November 10, the National Assembly passed a resolution on the state budget estimate for 2024.

The resolution clearly states that from July 1, 2024, a comprehensive reform of the wage policy will be implemented according to Resolution 27-NQ/TW 2018 of the Seventh Plenary Session of the 12th Central Committee.

Hence, from July 01, 2024, professional soldiers will no longer have their salaries classified by salary coefficients. The new salary structure for professional soldiers under the wage reform will include:

- Basic salary

- Allowances

- Additional bonuses.

Professional soldiers will have a separate salary table based on their job position, title, and leadership role, replacing the current salary tables and ensuring that it is not lower than the current salary they receive.

What are the recruitment conditions for professional soldiers?

Article 14 of the Law on Professional Soldiers, Defense Workers, and Defense Public Employees 2015 stipulates the recruitment of professional soldiers as follows:

Recruitment of Professional Soldiers

1. Selected candidates:

a) Officers of the Vietnam People’s Army in cases where their current positions are no longer needed due to organizational restructuring;

b) Non-commissioned officers, soldiers who have completed their service, and are serving in the military reserve;

c) Defense workers and public employees.

2. Recruited candidates:

Vietnamese citizens not specified in Clause 1 of this Article, residing in Vietnam, aged 18 or above.

3. Conditions and standards for selection and recruitment include:

a) Possessing political and ethical qualities, health, clear background, and voluntarily serving the military;

b) Holding degrees, certificates in technical and professional specializations suitable for the role of professional soldiers.

4. The selection and recruitment method is either through selection or competitive examination. Graduates with high distinction or exceptional technical expertise may be recruited through selection.

Thus, according to these regulations, the recruitment conditions for professional soldiers include the following:

- Possessing political and ethical qualities, health, clear background, and voluntarily serving the military.
